The Central Election Commission is fully engaged in the preparation of the 2027 local elections in Albania, where it is holding numerous tenders for the materials to be used. A few weeks ago, Vox News reported that the chairman of the CEC, Ilirjan Celibashi, had awarded the paint tender to the company “Vitanet”, owned by Mr. Sokol Topçiu.
The latter and his firm have been investigated several times for forgery and fraud, and Topçiu himself has even tried handcuffs and detention cells. It seems that, after the "stain" he received a few years ago, he changed the name of the company, while his favorite "prey" has been the CEC, where he has done "business" for several years with Celibashi.
It seems that, after the ink, the same individual who was detained in 2021, has won another procedure from the Central Election Commission, this time for the production of ballot boxes. Is there no other firm preparing the elections, as much as Celibashi blindly trusts them?
On October 21, 2026, the CEC announced the winner of the tender for the "purchase of ballot boxes" as the company "Vitanet Albania". The winning company made a bid of 14,400,000 lek excluding VAT, while another company also participated in the procedure, but only with letters.
The firm "Kristalina KH" did not submit an economic bid, raising suspicions that the entire procedure was a farce to award the tender to Topçiu's company. The latter is very well-known in the CEC, as he owned the firm "Farma Net", a company that was investigated by law enforcement agencies for fraudulently winning secret COVID tenders, and the administrator himself was even detained for smuggling, or was investigated for "snake venom", a drug that was not registered in Albania, but the Ministry of Health purchased it through tenders predetermined by Sokol Topçiu.
A few weeks ago, Vox News published documents from a tender finalized by the Central Election Commission, for the procedure with the object of "purchase of stamping ink for the electoral process, MK 24 months". "The tender seems to have been formal, since in this procedure only 'Vitanet' made a bid, worth 16,492,000 lekë or if we convert it, the amount goes to 178 thousand euros", our editorial staff would denounce.
But who is hiding behind this changed name?!
Vox News has analyzed documents from the National Business Center, which show that in 2025 the company's name changed from "Farma Net" to "Vitanet Albania".

In May 2025, Topçiu decided to change the name of the company, from 'Farma Net Albania' to the new name 'Vitanet Albania'. According to data researched by Vox News, Sokol Topçiu's new company, "Vitanet Albania" has been one of the firms that has circulated millions of euros, public money or even money coming from the private sector, since it operates both in pharmacies and in pharmaceutical warehouses.
A few weeks ago, the same firm published its balance sheet for 2025 in the Central Bank, where it ultimately turned out to have made a profit of 46,272,443 lek, or about 500 thousand euros. It seems that, in our small Albania, the same individuals who are caught with serious violations, with consequences for the state budget, or to the detriment of the consumer, will continue to circulate millions of euros, even a good part of them from the taxpayers' own money.
