Why didn't wealth create an elite?

Albania has produced a significant number of wealthy people over the past three decades. Some have created their wealth through entrepreneurship, others through connections to power, mediation, privileges or the opportunities offered by an economy with still fragile institutions. But, despite the diverse origins of wealth, one question remains: have we managed to create a genuine social elite?

Wealth and elite are not synonymous. Wealth is an economic level; elite is a social position that is earned through authority, integrity, knowledge, responsibility, and cultural influence. A person may own hotels, towers, luxury cars, and zero-sum bank accounts, but none of these things automatically make them part of the elite. Although, it must be admitted, there are quite a few people in Albania who have invested heavily in convincing others otherwise.

Elites are not created in a decade. They are formed through the inheritance of knowledge, culture, tradition of work, reputation and responsibility. It is not enough to inherit or accumulate wealth, you must be able to inherit values as well. Albania also entered 1990 with a huge gap in this regard.

First, the communist regime destroyed a significant part of the economic, intellectual and cultural elite that had formed before World War II. Families with a trading tradition, landowners, intellectuals, professionals and people of cultural influence were persecuted and expropriated. Thus, the transmission of the culture of property, entrepreneurship, public responsibility and intellectual independence was interrupted.

After 1990, we didn't just start from zero economically. We also started with a disruption in our social and cultural heritage. We lacked not only capital and institutions, but also models that could serve as a point of reference.

Second, after 1990, when we started from scratch, a large part of society was hungry for wealth, not necessarily for the culture that creates and accompanies it. Privatizations, construction, relations with politics, access to public resources, and the weakness of institutions created opportunities for quick enrichment. Of course, there are entrepreneurs who have built businesses with work, vision, and perseverance. But the dominant development model failed to produce a consolidated capitalist culture. As wealth became more linked to access to power than to competition, a class of beneficiaries was created, not an economic elite autonomous from power.

Elitat i vendosin kufij pushtetit.

Meanwhile, as we continue to live a dangerous paradox as we discuss how to keep young people in the country, in the absence of opportunities, we offer as a model of success precisely those who have managed to leave.

Seventh, we have created a society that rewards appearance over substance. In an environment where success is measured by cars, villas, clothing, vacations, and exposure on social media, an elite is not created, but an “aristocracy of appearance” where it matters not only what you own, but also how many people see what you have.

Albania undoubtedly has elite people, serious entrepreneurs, dedicated intellectuals, and individuals with integrity. The problem is that these people have not transformed into a layer with weight, autonomy, and influence in public life.

Perhaps the transition taught us how to get rich, but it failed to teach us what to do with our wealth. Thus, we created many millionaires, a few self-proclaimed aristocrats, and a marked lack of elites.
