The nationalization of the vital hemodialysis service seems to have caught the Albanian state unprepared, which 10 years ago had granted it through a concession and intended to continue it to the same company, but this time in the form of a tender. Changes in the leadership of the Ministry of Health and OSHISH have brought stagnation, where the Operator who has taken over the "brakes" of several medical services is channeling the money into the same hands.

Almost every week, OSHISH makes tenders for food, for analyses and for reagents, while initially it made the tenders without competition and now it makes them very formal, since only 1 operator participates, taking almost the entire limit fund. It seems that the expression "from rain to hail" applies to this whole situation, where intentionally or unintentionally, the entire service is being done piecemeal, with pronounced problems in the organization, while everyone hopes that it will not be fatal for the patients.

According to documents available to Vox News, in recent days OSHISH has announced the winner of another procedure, which was conducted through negotiation, meaning there was no competition. It concerns the tender with the object of "analysis service for the hemodialysis process", with a deadline of 180 days, subject to the termination of the contract without consequences for the CA with the administration of the MC concluded through the competitive procedure.

The limit fund was 46 million lek, or about 513 thousand euros. The firm that negotiated with the state is "Cambridge Clinical Laboratories", which offered 44.6 million lek for this service, or very close to the limit fund.

But who is behind this company?! Vox News researched documents from the National Business Center, which show that 90% of the shares are owned by the Dutch limited liability company "Cambridge Pathology BV". The company is owned by Zoya Georgieva Gyurova, a Bulgarian citizen, and Nikita Vinogradov, a Russian citizen, born in 1991.

The names of two foreign individuals have also been implicated in other procedures in Albania, as it is suspected that behind them are oligarchs in our country, who have registered companies in other countries to lose track. It seems that the hemodialysis money is going to some people who have created a chain of companies registered outside Albania. If there is a criminal offense, this fact is confirmed only by law enforcement institutions.
