The state-owned oil company Albpetrol has sold a significant amount of oil extracted from underground, benefiting from concession agreements and from fields administered by the state itself.
A quantity of 101,400 tons of crude oil was put up for auction a few days ago, where the procedure has been finalized in recent days, resulting in the winners being the same companies that have previously been "clients" for the purchase of the product.
Vox News has analyzed the documents of this procedure, which show that a formula was used for the sale of this substance. “The minimum initial price per unit is 77.51% of the Brent + K price” was the formula. The auction was carried out with an accelerated procedure, being published for only 1 week in several newspapers and then went directly to the winner.
In the announcement issued by the Public Procurement Agency, Albpetrol writes that only the joint venture of economic operators "Europetrol Durrës Albania" and "Bitex Refinery" participated in this procedure. Europetrol is owned by businessman Frident Kuqi, who owns the "Eida" gas stations, while the second firm is owned by Halil Gashi and Yllkë Likometaj.
This is about the refinery that operates in the Metalurgjiku area of Elbasan, which has been denounced several times by local residents for significant pollution, but which has so far been ignored, especially with the connections they have made with the structures that should have controlled it.
According to the document, their offer was "77.51% of the Brent price - 4,448 USD/bbl + K". Which means that, if we stick with this price per barrel, the value of all crude oil goes to a full 62 million dollars. But, this does not mean that this amount will go to the coffers of the Albanian state, since in recent years, the state-owned oil company has increased salaries and made zero-sum tenders for services and work that thousands of its employees have to do.
Now, the winning firms must provide bid security, in the amount of 557 million lek, at the rate of 10% of the estimated contract value, as provided for in the auction documents.
