Just a few days ago, the impression of a "storm" was created in the state administration. Prime Minister Edi Rama asked ministers for the resignations of the heads of subordinate institutions, and the reported deadline for completing the process was Monday, October 26.

But, after the deadline passed, the panorama is completely different from what was warned.

The directors have submitted resignation letters, but Vox News has verified that many of them continue to exercise their functions, while the government has not yet published a final list of which resignations have been accepted, which directors have left, and who will replace them.

Rama himself and the first signals that this resignation process was a farce, as he said that the leaders would continue to remain in office, while they would then undergo a performance reassessment process.

The clearest case is that of Ilir Binaj. On October 23, it was reported that the Director General of Taxes had submitted his resignation.

But the official website of the Tax Administration continues to present Binaj as the Director General of the GPT.

The same situation is seen at Customs. Besmir Beja was among the three managers whose resignation was officially reported on October 23. However, on the official website of the Customs Administration, Besmir Beja continues to appear as the Director General of Customs.

Even Viola Haxhiademi, one of the names included in the list of managers who were asked to resign, continues to appear on KESH's official website as Administrator of the Albanian Electric Power Corporation, even though she has been officially named as a defendant by SPAK.

At the National Environmental Agency, Marjeta Përlala also continues to officially appear as Director General.

The director of the Prisons, Sadleva Bodo, continues to be at the head of the institution, and even today she made a decision to transfer Erion Veliaj from Durres prison to Fier.

So, at least in these institutions, as of October 28, the official websites do not indicate a change of leadership.

If a director "resigns" but continues to work in the same office, with the same powers, and waiting for the government to decide whether to keep him or her, what really changed?

This significantly distances the situation from the initial perception of an immediate "cleansing" of the administration.

On October 22, Vox News reported that ministers had gathered the heads of subordinate institutions and that the resignation process was to be completed by October 26.

But after the delivery of the letters, there was no immediate wave of replacements that could be understood by the terms "ultimatum", "storm" or "departure".

Instead, there is now talk of performance reassessment and the possibility of reconfirmation or rehabilitation.

If after the "storm" most of them are reconfirmed, then the question is what really changed in the administration, besides the farce of resignation letters?!
