Tirana's Tax Director, Erilinda Lala, has built up an insane fortune in two years, since her first appointment in September 2024 to the cabinet of the Ministry of Finance, and until today, where her name is also mentioned as the General Director of Taxes. With very strong connections within the majority, the 40-year-old from Borsh i Himara has rapidly risen through the ranks, while her fortune is in the same line.

Documents researched by Vox News shed light on dozens of highly suspicious transactions by Erilinda and her "company", initially establishing a construction company, obtaining licenses and, on a beautiful day, the moment she is appointed to state offices, next to the cabinet of Minister Petrit Malaj, deciding to donate the shares to a friend of hers.

The suspicions are that the donation was made very fictitious, as the moment Lala makes this transaction, the company in question changes its name and shareholder, while surprisingly receiving a super permit from the government to build a 15-story hotel in the Qerret area.

But, let's analyze in turn the documents that are in state offices and are a file worthy of the Special Prosecutor's Office, about the concealment of assets of senior state officials, suspicious transactions, all of these under the strong suspicion of money laundering.

On June 8, 2023, the Director of Taxes of Tirana, Erilinda Lala, founded the company “Gea Construction” shpk, with a low capital. Erilinda has 50% of the shares and Marsida Dedej has 50% of the shares. The purpose of the company is to build all types of structures.

By 2024, the company had obtained construction licenses, while declaring revenues of tens of thousands of euros. A profitable company, but one that Erilinda Lala decided to donate to her "friend" from Kavaja. In September 2024, Erilinda Lala was initially appointed advisor to Minister Petrit Malaj, while in November of that year, she rose in the hierarchy.

But, during these first months in the state administration, Erilinda continued to hold the firm, while on December 16, 2024, she appeared before a notary and decided to donate the shares to Marsida Dedej. The suspicions are that the contract was made fictitious, only to lose track, as the subsequent actions and favoritism of this firm leave a lot of room for suspicion.

Më pas, aksionerja e re, Marsida Dedej, vendos që të ndryshojë emrin e firmës, nga “Gea Construction” në “2D Construction 2025”. Ndryshimi u bë në vitin 2025, ndërkohë që në muajin korrik të atij viti, firma në fjalë merr një leje nga Këshilli Kmbëtar i Territorit dhe Ujit.

Bëhet fjalë për vendimin e datës 23 korrik 2025, me numër 16, KKTU vendosi të miratonte “leje ndërtimi për objektin ‘godina banimi, shërbimi dhe hotel 3, 8, 10, 12 dhe 15 kate mbi tokë, me 2 kate parkim nëntokë’, me vendndodhje në Qerret, Bashkia Kavajë, me subjekt zhvillues shoqërinë ‘2D Construction 2025’ sh.p.k”.

Vërtetë s’e ka ditur Erilinda që firma që ajo themeloi do të përfitonte këtë leje në Kavajë?! Aq më tepër, nga bashkëortakja e saj, Marsida Dedej, e cila dyshohet se është “prestanome” në këtë rast.

9 muaj pasi firma në fjalë mori lejen e ndërtimit në zonën e Qerretit në Kavajë për të ndërtuar godinën 15 katëshe, aksionerja e firmës Marsida Dedej ia shet aksionet z. Drimon Dedej. Nëse do të shohim të dhënat nga Qendra Kombëtare e Biznesit, rezulton se Drimoni ka qenë mjaft aktiv në QKB, me firma të tjera të tregtimit të naftës, me kompani mjedisi apo edhe të plehrave. Madje, është bashkëortak në disa kompani të tjera, disa prej të cilave s’kanë publikuar as bilancet.

Ka dyshime se, sërish ky transaksion është bërë për të fshehur gjurmët e Erilinda Lalës, nga ndryshimi i emrit e deri te ndryshimi i pronarit. Por, faktet janë tepër reale, madje të hapura, ku mjafton një hetim nga institucionet ligjzbatuese dhe do të faktojnë një dosje të stërmadhe, ku të përfshirë janë drejtues të institucioneve.

Nëse deri më tani kemi faktuar se, emri i Erilinda Lalës lidhet me një supër leje në zonën e Qerretit dhe tantativave për t’a fshehur, familja e saj ka në pronësi një godinë 4 katëshe, bar, restorant dhe hotel në zonën e Borshit, në Sarandë.

Emisioni investigativ “Fiks Fare” në Top Channel faktoi disa ditë më parë nëpërmjet dëshmive dhe dokumenteve se pas hotelit “Take” fshihet drejtoresha e Tatimeve të Tiranës. Banorët e zonës thanë njëzëri se godina është në pronësi të Erilindës, një pronë të cilën nuk e ka deklaruar deri më tani në ILDKPKI.

Por, skandali thellohej më tej për shkak se, nëna e drejtoreshës, Teuta Lala, nuk priste fatura akomodimi në atë strukturë. “Mos prit faturë, ta rregullojmë”, tha ajo, teksa i mori bashkëpunëtores së Fiks Fare një shumë prej 10 mijë lekësh të rinj, duke mos i dhënë asnjë dokument.
