An affair is taking place in the Municipality of Kurbin, where Mayor Majlinda Cara has sewn up the tender documents for Elvis Miri, the owner of the Vale Recycling company, who was arrested and investigated for fraud in the acquisition of public funds. This time the case is more flagrant, since Cara has awarded the city cleaning tender to this company with the highest bid.

Vox News has researched the documents of this procedure, which shed light on the fact that Cara had previously changed his mind about giving this tender to Miri, after disqualifying the two lowest bidders, to declare Vale the winner with a full 99.2% of the limit fund. The case deserves to be investigated by the Special Prosecution, since we are dealing with a predetermination of the winner.

The above document is the notification of the winner of the tender for the cleaning of the city of Kurbin, dated October 29, 2026. The procedure had as its object the cleaning, collection and disposal of solid waste and the maintenance of spaces and cemeteries for the Milot and Fushë Kuqe administrative units.

The limit fund of the procedure was 75 million new lekë excluding VAT, while in this tender the Silver company made a bid worth 58 million lekë. The Rej company offered 61 million lekë and the third company, in terms of value, was that of Vale with a full 74 million lekë, or a full 16 million lekë more than the lowest bid.

If we compare the limited fund with the one awarded to the winning firm Vale, it turns out that it received a full 99.2% of the entire fund, leaving only a few pennies. In the document, the Municipality of Kurbin writes that the firm that offered the least Silver was disqualified because it had not declared the data on the assets.

Meanwhile, the Rej firm was disqualified for not submitting certain documents for workers. There are suspicions that the entire procedure was a farce from the beginning, as the owner of the Vale firm is from the Kurbin area. With the connections he made in the area or even with the connections with the mayor Majlinda Cara, he received almost the entire allocated limit fund.

Elvis Miri was previously arrested and prosecuted for the disposal of hospital waste. However, since his release and subsequent lifting of the firm's disqualification, he has managed to win several procedures with zero sums, initially in tenders for the disposal of hospital waste and now in city cleaning.
