Another affair is coming to light regarding the relationship between the former head of the Public Procurement Commission, Jonaid Myzyri, and the Kapri family's "Rej" firm in Pogradec, as documents researched by Vox News show a highly suspicious relationship. Myzyri left the Public Procurement Commission to be catapulted to the Centralized Purchasing Operator, but his past in that position has left many "spots" that need to be investigated by law enforcement agencies.
Vox News has reported on this affair before, to the extent that with some highly questionable decisions, Myzyri has given tens of millions of euros to the firm "REJ". Meanwhile, in these lines we will stop at another tender, as the analysis of the KPP documents clearly shows the binomial, where despite the fact that Kapri was disqualified in the APP, Myzyri qualified it with his maneuvers, not being the lowest offer.
Another denunciation has arrived at the Vox News editorial office, which states that "Jonaid Myzyri is accused of favoritism and violation of equality in tenders." The denunciation is related to the fact that the former head of the Public Procurement Commission has, throughout the time, favored "Rej" shpk on quite a few occasions.
"If 'Rej' complained about 10 tenders, Myzyri gave him 9. The analysis shows that the Public Procurement Commission has given Myzyri a full 90% of the tenders with complaints addressed to this institution. A record in itself ," the complaint states.
The first case denounced and analyzed by Vox News occurred in the 2022 Trauma Hospital cleanup procedure. The State Agency for Centralized Procurement at that time, now the OBP (Centralized Purchasing Operator), disqualified all economic operators for this procedure, while Jonaidi, favoring "Rej" shpk, gave the latter the victory, violating the law.
Initially, the OBP decided that the company did not have the correct number of sanitation workers. Out of the 42 required, there were only 38 employees. It later turned out that the company did not own or rent “two washing machines for indoor premises”.

"For this request, the bidder has submitted a conditional purchase contract with the entity 'Globi', from which it results that the latter still has ownership of the washing machines, contrary to the CA's request which expressly requires that the bidding entity own or lease the requested equipment at the time of opening the bids ," the document states.
So it was written quite clearly that it did not meet the requirements to win the tender. In fact, it turned out that Rej did not have a street washing machine (Autobot) according to the requirements of the CA.
"From the circulation permit submitted to the SPE for the AB048CF autobot, it results that the latter has been rented, therefore it is not available from the bidder. Meanwhile, the autobot with license plate 3 AA294FF, referring to the photo presented, does not appear to be as required in the DST, equipped with a pump for washing roads with pressure and equipped with a pipe for extracting water on its side parts ," the document continued.
Data analyzed by Vox News shows that the KPP, with decision no. 923 dated September 23, 2022, clearly shows that even though the authority conducting the procedure itself tries to explain why Rej shpk should be disqualified, the Commission qualifies it.
"After reviewing the complaint, the KPP decided to accept the complaint in the tender worth 137 million lek," the decision states.
Myzyri has played with the dates of the evaluation of the offers, giving the tender to the REJ firm. The authority requests to carry out verification at the company's premises to verify the availability of the cleaning equipment it presented in this offer, which has proven that they are not the same as those required in the standard tender documents. Although the response is that the disqualification was made against the legal provisions of the procurement law, the decision is still several times in favor of the Rej shpk company.
