A state institution has granted permission to the company that is building a 24-story tower in the middle of the existing neighborhood in the “Paris Commune” to occupy the courtyard of the building where over 500 residents live. A few days ago, Vox News exclusively denounced the company “TDT & Partners” for demolishing existing walls and roads, property of residents, to expand the tower site, in a highly arbitrary manner and without any prior measures.
The scandal deepens further because a state office, one of those where bureaucrats are stationed, who wait day after day to catch a scam, signs a permit for heavy machinery to pass through the yard of the "Kika 1" complex, thereby entering private property. Heavy machinery has been in that area for 5 weeks, leveling all the walls that separate the property of the complex from the surrounding villas, at a time when a building permit has been granted for a property many meters away.
The construction company, according to local residents, is aiming to expand the perimeter of the construction site, attempting to change the entrance road to the tower, while suspicions are that the entire property, which has a certificate of ownership from the heirs of the Kika family, is being intended to be alienated. It seems that, in this case, the state has become a party to the oligarchs, since for more than 1 month, no controlling or law enforcement institution has yet acted, leaving the 500 residents at the mercy of fate.

For many days, residents have been protesting every afternoon in the courtyard of the complex, calling on any institution to intervene, to stop this masquerade.
"We thank you for voicing our concern. We are a representative of the 'Kika 1' complex. We are talking about 500 families who felt surprised on August 31. A perimeter wall, built over 25 years, has been demolished. It is the wall that was the border wall with the properties of other villas ," say the residents, represented by moderator Deni Turhani.
They further add that everyone was surprised when the firm demolished the wall without the authorization of the residents of the 'Kika 1' complex. "And they tell us that they have received a permit with the right to use the space! This is private property, confirmed with documentation from the ASHK, which categorically does not allow the TDK Partners company, who want to build the 24-story 'Komuna Building' complex, to enter our house," Turhani claims.
Residents claim that the road leading to the property where the 24-story complex will be built is a small road that passes between several private villas.
"They had a wall here. The company was unable to convince the residents of the respective villas to allow the construction of the main road and it is falling on the shoulders of the 500 residents of the complex on 'Medar Shtylla ' street," they say.
Currently, there is inert material throughout the area, after the road was damaged and heavy machinery was brought in.
"We have blocked the heavy machinery that was removing the inert materials. We are not discussing how permission was granted so close to the large complex. There are collectors here. It will be dug 20 meters underground. Technically, this kind of distance is unacceptable. This is a big alarm. The excavator wanted to leave here, but we did not allow it to show that the law was violated here with four legs ," they claim.
They further add that they have filed an administrative complaint, and have even filed a criminal complaint with the prosecutor's office, to show that the company has entered their home without any right. Throughout the area, there are numerous concerns, which initially started with the displacement of drinking water pipes, then the destruction of sewage systems and now the destruction of all internal road segments, bringing about a real mess.
Vox News reported a few days ago that the construction company that has received a permit for the 24-story building is "TDT & PARTNERS", with owners Dajlan Avdia and Glendi Abdi. It is learned that Dajlan Avdia is known as the former owner of the APEX gambling company, and it turns out that he has received many construction permits for towers in Tirana and coastal resorts. Currently, according to documents that Vox News has researched, in June of this year they have also opened an address in the Paris Municipality area, after the permit was disclosed.
