The Albanian businessman behind the scanning concession, Olti Peçini, has used a dubious scheme for the distribution and transfer of money, making various balances and other transactions. The money coming from the state budget is being channeled to several companies, with the aim of losing track, thus avoiding the controlling and investigative institutions. The entire scanning concession granted by the “Berisha” government and renegotiated with very dubious conditions by the “Rama” government is a big affair, which has so far cost the state budget hundreds of millions of euros in damages.

During the 13 years of existence of this agreement, there have been serious accusations about the entire process, given that the borders of Albania are "guarded" by a private firm and not by the state itself, while during this time drugs have flooded the border crossing points, be they land, water or air. At all customs points in Albania, even where there are scanners from the concessionaire, smuggling has also flourished from all sides, where some customs officers and from the ranks of the central apparatus have been accused. To date, the concessionaire firm has not held any responsibility.

Vox News has analyzed dozens of documents that reveal the firms and people behind this concession, which within the last 3 years alone, have won over 10 million euros with letters. The money was divided between two firms, but the person behind it is Olti Peçini, who owns 49% of the concession firm and 100% of the ICMS firm, where this money is channeled, to be distributed to other suspicious places.

In the title of this investigation, the Vox News editorial team used the phrase "criminal scanning concession", a phrase that does not derive from the deduction of this affair, but from the accusations that the parent company of this concession, the American one, has faced in its homeland, where its managers and owners have been convicted for selling shares to Olti Peçini. But if the affair is being investigated in the US, when will it happen in Albania? Where is this money going, which has been flowing in in recent years? These companies or even the shareholders are maneuvering to have profits transferred abroad, while fictitious purchases and sales are made or the quotas of collateral companies are being placed and removed.

Vox News has reviewed official documents of the company "S2 Albania", which in recent years has significantly increased its profit. The same company has made tens of millions of euros, while its partner company, "ICMS", also enters the "game", which in turn makes balance sheets with profits of millions of euros. Over the last three years 2023, 2024 and 2025, the concessionaire firm "S2 Albania" has come out with a huge profit of 5.5 million euros.

Last year, whose balance sheets were submitted in recent days to the National Business Center, the company came out with a profit of 251 million lek. If we compare it with the profit of 2024, which was 103 million lek, we have an increase of 143% in profit. Scary figures. In 2023, the same concession company came out with a profit of 152 million lek.

The above figures were not the only profits of the scanning concessionaire, as the company that has 49% of the shares, ICMS, 100% owned by Olti Peçini, has registered a fat profit of 4.7 million euros for the last 3 years. This money has all come from the scanning concession, as ICMS does business only with "S2 Albania". In 2025, the profit was 148 million, in 2024 the profit was 149 million and in 2023 the profit was 135 million lek. Constant profits for a scanning subcontractor company, but very fat.

The concession was signed in 2011, with a time limit of 15 years, but the clauses stipulate that the first date of operation at each customs point began in September 2015. In other words, the scanning concession will end in September 2030.
