The company that built the Burrel Ring Road, a work that cost 1.3 million euros, but which collapsed before it was handed over and approved, tried to get another amount of around 955 thousand euros to repair it. This is the company Ulza shpk, which instead of having to investigate and repair the entire segment itself, wanted to also receive the amount allocated by the Albanian Road Authority.

According to documents researched by Vox News, on August 10, 2026, the ARRSH announced the winners of the tender for engineering measures for the Burrel Ring Road, a highly dubious procedure, given that a large amount of money was once again spent to make it passable, when in fact, for this destruction, the persons responsible, whether state or private, should have at least been under investigation, or with security measures.

The winner of the procedure in question was a consortium of operators, which also has 2 other supporting firms, while one of the lowest bids in that procedure was that of the firm Ulza shpk, but this time the ARA leaders did not want to take risks, coming up with an excuse to disqualify it from the competition.

In fact, this decision should have been made in the first place and not pretended not to have seen it, while responsibility should have been shared among the people who designed it, those who approved the project and, of course, those who built it, and within a short time it was destroyed not in 1 but in 6 different places.

On August 10, 2026, the Albanian Road Authority made an announcement in the APP about the winner of the tender in question, where the ring road will be reconstructed by the companies "2 N" & "ARDMIR", which have as supporting entities "ARENA MK" and "SELAMI". These firms have won the procedure opened a few weeks ago, with the object of "emergency, engineering measures Burrel Ring Road" with a limit fund of 90 million lek, while the deadline for its implementation is 6 months and 10 days.

Surprisingly, the company “ULZA”, which was the builder of the road that collapsed, participated in this tender. This company offered 87 million lekë, while the winners “2 N” and “Ardmir” also offered 87 million lekë. The company “RSM Construction” also made a bid, offering 62.5 million lekë.

The lowest bid was that of RSM, which was disqualified on the grounds that it was abnormally low. Then the firm “Ulza” was also disqualified because it did not meet the criterion that for these works there should also be support staff. “Ulza, in order to meet this criterion, has relied on other economic operators who do not meet all the defined elements. In any case, the bidding economic operator who wishes to rely on the capacities of other entities must prove that it meets at least 50% of the requirements set by the contracting authority or entity,” the documents state. Another reason for the disqualification of the Ulza company was because it does not have the means and equipment to carry out these works.


The collapse of the Burrel Ring Road in 6 places, still not inaugurated or handed over

One of the many roads that collapsed was the Burrel Ring Road, an investment to facilitate the passage of vehicles, mainly heavy, to avoid the city center. For many months, the Lower Ring Road of the city of Burrel has been out of operation, after suffering 6 collapses, two of which have damaged the entire body of the road. The most problematic is on its western side, where in at least two places the entire route has been severely damaged, making it impassable for any type of vehicle.

Most residents are unable to drive to their homes, while the road collapse continues, putting their homes at risk. The total reconstruction of the Lower Ring Road of the city of Burrel was financed by the Albanian Road Authority, worth 128 million new lekë, and started two and a half years ago. The project was being implemented by the company “ULZA” sh.pk, owned by the builder Ndue Shpani, which in Mat alone has won projects for the reconstruction of four schools as well as the “Theme Park” project in Bulqiza.

The Burrel Ring Road is currently inaccessible, although reconstruction work on the ring road began and was completed last year. The ring road was not fully operational due to damage caused by heavy rains in October 2025. The structure remained unapproved and uncommissioned. The road has been a constant problem with collapses, and since 2010 it has been almost impassable for heavy vehicles.
