If until yesterday the ADF came to the aid of rural areas, those abandoned, today it is totally at the service of the majority and the prime minister himself, while it has turned into a large "laundry machine" of public money, where every week its head, Dritan Agolli, signs checks for preferred firms. There is still no verification of what good work the Fund has done and who it has served, as time passes and the same leader signs again tens of millions of euros for projects that have been done or should have been done.

Of course, the papers are made quickly, so much so that the ADF has opened its bag during July 2026, anticipating a full 6 fat tenders, the value of which reaches the record figure of 6,666,666,666 lekë, or if we convert it into euros, the amount goes to a full 71,156,331 euros. Not a "bag" but a "mountain" of money hastily spent by Dritan Agolli, as if it were his last day in that institution, while the objects of the tenders opened by the Fund are for filling roads and not the construction of new roads, while there are also tenders for painting facades.

Money has never been lacking for the Albanian Development Fund, which every time it has laid hands on natural beauties, not only has it not been repaired, but it has destroyed them, as is the case of the Spas in Përmet. This time Agolli has dealt with roads, as it has opened a super tender with the object of "interventions for the improvement of asphalt layers - phase V in the regions of Elbasan, Korçë, Berat, Vlorë, Fier and Gjirokastër".

If you look at the object of the tender "intervention for improvement" we will understand that it is not about construction, but about filling holes, from those tenders made a long time ago that seem to have only "paper", since within a short time they have been destroyed and need improvements again, with extremely high values. The ADF writes that the limit fund for this procedure is a full 1,250,000,000 lek.

But, this is not the only tender for the same regions, especially for roads. According to documents researched by Vox News, Agolli has signed the next tender, this time with the object of "improving access through interventions on white roads, etc., phase III, regions of Elbasan, Korçë, Berat, Vlorë, Fier and Gjirokastër". Again, the value of the tender is a full 1,250,000,000 lekë.

For the same regions, the Fund has opened the tender for “improvement of access through interventions on white roads, etc., phase III, regions of Shkodër, Kukës, Lezhë, Durrës, Tirana and Dibër”. Again, the fund does not change; 1,250,000,000 lekë.

The next big procedures that Dritan Agolli has in the drawer are for painting some facades of buildings in Albania. The first tender is for the "urban regeneration of the housing stock". According to her, it is about the fourth phase in the counties of Elbasan, Korçë, Berat, Vlorë, Fier and Gjirokastër. Fund limit 833,333,333 lekë.

Meanwhile, at the same time, the tender for the "urban regeneration of the housing stock" phase four in the districts of Shkodër, Kukës, Lezhë, Durrës, Tirana and Dibër has also been opened. Again, the fund is the same as the first one, 833 million lekë.
