According to documents obtained by Vox News, on June 19, 2026, the Electricity Distribution Operator announced the winner of a procurement procedure with the object of "maintenance and assessment of vulnerabilities, as well as exposure to cyber risks for IT systems data" with a deadline for its implementation of 12 months.

Two companies have not submitted a bid, the first economic operator "SINTEZA CO" and the second "SOFT & SOLUTION". The second company is owned by Ermal Beqiri, against whom there is a security measure from SPAK, while investigations continue into a number of tenders conducted by AKSHI. 

In this procedure, the company "ELEKTROSEK" made a bid worth 65 million lek, while the winning firm "COMMUNICATION PROGRESS" had a bid of about 64 million lek. But, the firm that made the bid was also disqualified, casting serious doubts that the entire procedure was predetermined for Gentian Likaj's firm. Officially, they write that the firm was disqualified because it had not published its balance sheets, but in reality the reason may be the copying of papers that better suit the winning firm.

A few weeks before winning the next tenders, this time from OSHEE, the owner of this company, Gentian Lika, appeared at the Special Prosecutor's Office. Sources from SPAK indicate that his name appears in one of the most sensational files of recent times, that of AKSHI, where he is mentioned as a beneficiary of this institution's tenders.

SPAK is investigating around 12 tender procedures of the National Agency for the Information Society, where it is suspected that the competition was deliberately distorted to favor certain companies, turning fair competition into a facade and public tenders into a table with predetermined winners.

The case is under investigation, with two former AKSHI officials, director Mirlinda Karçanaj and former deputy director Daniel Shima, at the center of this case, who are being investigated for several criminal offenses. These officials have collaborated closely with several firms and businessmen, including the company Communication Progress, which has been found to have benefited from around 20 million euros in public contracts in recent years, most of which are related to AKSHI projects.
