Prime Minister Edi Rama has "taken revenge" on Elvis Rroshi , the former mayor of Kavaja, who was removed from office due to his suspicious criminal past, while after leaving power, his family has built a business empire.

Bars, restaurants, hotels, palaces and even agribusinesses have been built by the Rroshi family, while it turns out that money was also received from IBPARD in the name of Elvis alias Ervin, or his family members, for the construction of greenhouses.

The influence of this family in that city is great, as they control businesses in Golëm, Qerret, and the city of Kavaja, while the "tentacles" of this family have also extended to Tirana and Durrës.

In recent months, the former mayor of Kavaja, through his uncle's son and a former state employee in that city, arrested for abuse of office, has attempted to obtain another construction permit.

Vox News has analyzed dozens of documents, from the National Council of Territory and Water, as well as from the National Business Center, which clearly show the connection between Elvis Rroshi, Daniel Rroshi (the uncle's son) and Altin Copë, former director of ALUIZNI in Kavajë, arrested several years ago for property alienation.

These people have attempted to obtain a permit for a palace in Kavaja, but it seems that recent developments, where Elvis alias Ervin Rroshi himself has been summoned to SPAK, have caused their request to be rejected.

The signature on the KKTU document to refuse the permit came from Prime Minister Edi Rama himself, who had all the information on the table about who the owners were and what their connection was to the SP or even to the government.

There are suspicions that Prime Minister Edi Rama himself has "revenge" against Elvis Rroshi, after he worked for a candidate from the Democratic Party list in the last parliamentary elections.

The result in Kavaja was not what the SP expected, as it lost the municipality in the local elections, while in the parliamentary elections, in that district, the DP was again a handful of votes ahead of the SP. These developments have brought dissatisfaction from Rama himself or the majority delegates, who have decided to change their approach towards those who have worked against them, one of whom is the Rroshi family.

On April 24, 2026, at the meeting of the National Council for Territory and Water, the Prime Minister signed the document rejecting the development permit for a hotel facility with 3, 5 and 11 floors above ground and 2 floors underground located in the Municipality of Kavaja. The company that sought to build the 11-story hotel is "Vizion Turizëm 2023", while the decision entered into force immediately, forcing the company to address the Administrative Court.

Vox News also researched other documents, which show that the partners of this company are Daniel Rroshi, the son of Elvis' uncle alias Ervin Rroshi, and Altin Çopa. The two partners are known as the most loyal people of the former mayor of Kavaja, who are his right hand, even being the ones in charge of obtaining permits or other businesses.

Being a subject of the Anti-Mafia law, the OFL and now also the SPAK, Elvis Rroshi has taken care to distribute his wealth to his family and loyalists, creating a genuine scheme, with himself at the head of it.

Vox News has learned that Daniel and Altini also have several other firms, while they have been partners with several citizens from Kosovo, accused of illegal trafficking.

One of the partners, Altin Çopa, is not unknown to Albanian justice, as he was arrested for the alienation of properties in Spille, at the time when he was director of ALUIZNI.

Initially, the company that would receive the permit for the 11-story hotel was owned by Daniel Rroshi and in 2024, Daniel sold 50% of the shares to Altin Çopa for only 50 thousand lek.

Afterwards, they attempted to obtain permission, while the KKTU also had doubts about the status of the property they were going to develop.
