A network of firms are responsible for the sinking of the Marina in Durres, one of the biggest construction scandals in Albania, which started as a strategic investment and is ending in a great shame and stain for Albania. Trumpeted with great pride that behind the construction is the Alabbar firm from the United Arab Emirates, those who built hundreds of buildings in Dubai and Abu Dhabi, the Marina was considered the epitome of tourism and luxury residences, while now the project risks failing, even before the first buildings have been inaugurated.
A sudden announcement by the National Inspectorate of Territorial Protection has revealed the scandal, confirming that the two Navy buildings have sunk, one 28 centimeters and the other 18 centimeters. But the sinking may continue, given that the project is ongoing and thousands of trucks and inerts have been moved to the territory that was once the Port of Durrës, the largest in Albania, but which has now been reduced to a corner, awaiting relocation to Porto Romano.
Vox News has analyzed dozens of documents, building permits, agreements between the parties, documents at the National Business Center, which shed light on the real causes of this collapse, where the investor, which is a firm from the Emirates and the Albanian state itself, and then the design and construction firm, stands at the top. Meanwhile, this joint-stock company has contracted a design firm, owned by Ornela Muçi, while the firm that carried out the construction of the buildings is "Elmazaj".

On May 13, 2026, IKMT issued a notice regarding the stability and safety of two of the buildings of the “Durrës Marina” project. These are 2 buildings, the permit for which was granted in 2023, with 10 and 8 floors, where it was found that building number 2, 8 floors high, has suffered a decrease of 28 cm. Meanwhile, in the same notice, IKMT says that building number 4, 10 floors high above ground and 1 floor underground, has suffered a decrease of 18 centimeters.
"Based on these findings, IKMT has officially addressed the project implementing company, requesting immediate measures to implement the necessary technical reinforcement projects, which guarantee the stability of the structures. This reinforcement project, before implementation, must receive approval from the legal authorities responsible for ensuring compliance with the technical conditions of planning and implementation of construction works ," the announcement states.


Vox News has researched other documents from the National Council for Territory and Water for the project that has been sunk, which show that the construction permit was granted in 2023, namely in August. In fact, this permit includes the construction of 2 U-shaped buildings, 8 meters high, one and the other 10 meters high, while the document also includes the parameters and everything else.
Normally, if other law enforcement institutions are going to investigate this scandal, since millions of euros are being sunk, the documents are evident, with the names of investor firms, with the names of administrators, whether private or even state-owned, since part of the shares in the Durrës Navy are state-owned.
The developing entity is "Marina e Durrës", a joint-stock company, which has recently increased its capital by a full 6 million euros, according to a transfer made from the United Arab Emirates to the company's account.



Vox News has learned that the development firm has signed several contracts with local firms to carry out construction work on the buildings. It is learned that two firms are working the most in that area, “Elmazaj” and “Salillari”. The first company, “Elmazaj Konstruksion” has carried out the work on the two Marina buildings that have sunk, while its two owners, Shkëlqim and Mirel Elmazaj, must account, either to the employer or to law enforcement agencies, for the truth.
In these days, the firms will justify that "we are within the guarantee", but the fact remains how they will bring it up to the quota or how they will raise the building to bring it to the parameters that the building permit was granted. There are two possibilities, either the KKTU approves a new permit or these firms demolish and rebuild the two buildings, already built, from scratch. But, in addition to these buildings, the entire project is at risk, as it may collapse and have the same fate as buildings numbered 02 and 04.
Vox News has reviewed documents from the Central Bank of Albania for Elmazaj, which appears to be a company that has received dozens of jobs or state tenders, while it has been inserted as a wedge in several major projects, as a cover for other names or firms. But it seems that these constructions have "pulled out the paint", despite the fact that in 2025 it declared in its papers that it had a profit of around 1 million euros. Of these, 56 million were spent on investments and 40 million were distributed as dividends.
A year before engaging with Durrës Marina, the company declared in 2024 that it had a profit of 12.3 million lek, of which 12 million were distributed as dividends and a few cents were left for investments.


Vox News reviewed other documents from the National Council for Territory and Water, which show that the two buildings that are sinking were designed by the firm X Plan Studio, a company founded in 2010, owned by Ornela Muçaj, from Fier. This company deals with the design and implementation of construction works, reconstruction, supervision or approval of works.
In 2025, the owner of the company published its balance sheets, which showed that it had made a profit of 32 million lek. Of these, 14 million were distributed as dividends, meaning they were taken by herself, and 18 million were invested in the company for capital growth.
