On January 30, 2026, hundreds of residents of the "Mangalem" complex in the "Ali Demi" neighborhood in Tirana officially addressed the General Directorate of Roads and Public Lighting, in the Municipality of Tirana, to take measures and install speed limiters on the two internal roads of the complex, which serve as pedestrian streets, but which have now turned into vehicle roads.

Every day, hundreds if not thousands of vehicles of all sizes, or even motorcycles, move on the internal pedestrian streets, seriously endangering the lives of children and other passers-by. Despite these letters, the lazy, arrogant and bureaucratic directors of the Municipality of Tirana, starting from the Roads or Signaling Department, only make empty letters and exchanges of letters without taking any concrete measures, exposing children every day or hour to the risk of possible accidents.

The situation has worsened in recent months, as every week cases of damage and dangers to residents are reported to the Municipal Police or the Traffic Police, while both of these police justify themselves by saying that "we only have fines in hand", while the final solution belongs precisely to the General Directorate of Roads and Public Lighting, in the Municipality of Tirana.

Taking the lead from the tragedy in Durrës, where two minors lost their lives on the sidewalk by an irresponsible driver, the residents of the “Mangalem” complex protested on the afternoon of May 5, 2026, as they unanimously demanded that state institutions take immediate measures to block the passage of vehicles on these pedestrian crossings. The residents demand the installation of a beam at the entrance to the two pedestrian crossings, as well as speed limiters along the entire length of these internal roads, paved with tiles, as a precautionary measure.

"These are pedestrian streets, not for motor vehicles. Children of all ages play here. Cars drive fast, we have seen them even drunk. Where is the State or Municipal police, where are these departments, why don't they take action," a resident tells Vox News.

Meanwhile, others claim that the Municipality of Tirana is non-existent in this complex, taking no measures for the entrance roads, but more scandalously for the internal pedestrian areas. " When will these people be remembered, when will a massacre happen? We demand action now, so that the Durrës incident is not repeated. We have warned them, now we only have to file a criminal complaint. They sign construction permits for buildings in a hurry, while they do not take measures for children. It is good that they have not left any parks, but even these few places where children play and stay, cars pass by ," says another.

The Municipality of Tirana, or its subordinate directorates, have been warned about the danger and the demands of the residents since January 30, 2026. The company that administers the complex, after numerous demands from the residents, sent them a letter, writing quite clearly that "before it is too late."

Precisely, before it is too late and events like the one in Durrës are not repeated, the time for action should have been yesterday, because today, and even more so tomorrow, may be too late!

"The complex has over 1,100 apartments, hundreds of service units and underground parking. The entire complex has a ring road for vehicles, a road that has also been approved by the Municipal Council. Meanwhile, in the meantime, but especially recently, the passage of cars, vans or even motorcycles at high speeds on the two internal roads, which are 'emergency roads' and not through roads , has become extremely worrying," the letter said.

It continued that they are not roads for vehicles to pass, as they are paved with tiles and not with asphalt. They serve as pedestrians and there is pedestrian movement all the time. "In fact, children play on these internal roads, exposing them to a risk of possible accidents. Residents are asking the Municipality of Tirana, as the local institution that manages the internal space of the complex, to take measures to prevent possible accidental events.


For this reason, we request the General Directorate of Roads and Public Lighting, Tirana Municipality, to install vehicle traffic barriers on the two internal roads. To install speed limiters on pedestrian crossings. The blocking should be done on a schedule," the document continues.

In fact, the company was ready to cooperate in any case with the Municipality of Tirana, the Directorate of Roads and Lighting, or even with any institution subordinate to the Municipality of Tirana, to take measures to impose these restrictive measures on the movement of vehicles inside the complex.

"We are ready to take measures to open the road in case of emergency, ambulance, fire department, or police, either by command or by personnel. Before it is too late, we ask you to cooperate together to eliminate the danger to pedestrians, especially children, on the two internal roads ," the letter concluded at the end of January.

But did they take any action since more than 3 months have passed? Absolutely not, they are just writing empty letters and, not only have they not installed traffic barriers, but they have not even bothered to install speed limiters on the ground. On February 9, 2026, the General Directorate of Roads and Public Lighting responded to the company that manages the complex.

"Referring to your letter, dated January 30, 2026, on the installation of safety restriction elements, in the context of raising awareness about reducing vehicle speed and ensuring proper functioning of traffic for the free movement of pedestrians inside the 'Mangalem' complex, on 'Pasho Hysa' street. Based on your request above, we inform you that the Directorate of Road Signaling is awaiting an official letter from the Directorate of Transport and Road Traffic. After the arrival of the tablet from this directorate, the implementation of the signage will be carried out by the specialists of the Directorate of Road Signaling ," the letter states.

Empty letters, which date back to February 9, 2026, while a full 3 months have passed, and these bureaucratic directorates, with these directors who are bureaucrats and perhaps lazy, have not taken any action. At the end of the letter is the name and signature of director Piro Sinjari, while the other directors have not even bothered to act. Therefore, the residents of the complex protested, and in the coming days, the protest will escalate. If the state does not decide, then the residents will act themselves!
