Another concrete monster will be built on the green hill of Uji i Ftohtë in Vlora, which is turning into a huge construction site with multi-storey buildings day by day. Instead of erecting identical structures of a certain height in that area, or having proper studies, KKTU gives permission to satisfy its “clients”.

Currently, builders are using new methods to impress the members of the KKTU or even the eyes of the residents, by beautifying the projects, or more precisely the facade. The next project, which is a full 20 floors above and below ground, has been called "the leaf". But how can this leaf be 20 floors? Especially on the most beautiful and panoramic hill of Vlora, where until recently, permits did not exceed 6 floors.

It seems that the greed for concrete is not sparing any area in Albania, especially the coast, from Vlora to Saranda, with hundreds of permits issued for resorts and now for multi-story buildings on the coast. The current majority came to power with the promise of demolishing construction on the coast, and even put the TNT on "Lulzim Basha's palace", while now in its fourth mandate it is granting permits without any restrictions on the entire coast.

Vox News has investigated another highly questionable permit issued by the government, which has come to light in recent days. The KKTU has approved the construction permit for the building "The Leaves", a 14 and 16-story residential and service building with 3-4 floors of underground parking, located in the municipality of Vlora with the developer "Azure Developments".

Our editorial team has learned that the owners of this company are 3 shareholders, Redi Struga, Shpëtim Xhaferaj and Asllan Hastoçi. The company was only founded at the end of 2024, while in 2025 it applied for a construction permit in Vlora. Initially, Redi Struga and Shpëtim Xhaferaj were shareholders, while later Asllan Hastoçi also became a shareholder. All three have 33% of the shares.

The accompanying documents researched by Vox News detail that the entire space where the facility is being built has a total area of ??1,300 m², while the area occupied by the proposed structure is 470.2 m².

"The existing construction site is located on the 'Dhimitër Konomi' street in the city of Vlora and represents a property with direct access from the main road. Within the boundaries of the property there is currently an existing single-storey building, without architectural or historical value. The surrounding area is characterized by a mix of residential and service buildings," the document states.

According to her, in the vicinity of the construction site there are mainly residential buildings with heights ranging from 2 to 5 floors. Their architectural style is mainly functional, with simple facades and no pronounced decorative details. The typology of the terrain of the construction site is steep, with a significant difference in level of about 9 meters from the road level towards the hill at the back of the plot.

The same documents state that the building consists of two high volumes with 14 and 16 floors above ground and 3 underground floors, positioned on a plot of land with an area of ??1300 m². “Since the position of the building on the hill gives us the opportunity to have a clear view towards the Ionian Sea, we have tried to ensure that most of the apartments have an orientation towards the sea. The facade represents a dynamic aesthetic composition, where the balconies are irregularly displaced between floors, creating a sense of movement and natural organization. The balcony parapets are irregularly shaped, to imitate the leaves of a tree, in accordance with the architectural concept of the project - hence its name: 'The Leaves' ,” the document states.

According to her, the building's facade is ventilated with ceramic tile cladding, significantly contributing to the building's energy performance. It is treated with panels of different colors, just like the "leaves" of the balconies, to imitate the different colors that create the seasons in nature.
