The National Agency for the Information Society has become the epicenter of the state itself, where on the one hand central institutions are looking for electronic systems and on the other hand law enforcement institutions have found a multitude of violations, bringing charges against several officials and owners of private firms. Every week, this agency allocates tens of millions of euros for new procedures or maintenance of old systems, while during these same weeks charges are brought and a multitude of violations are verified in the offices of the BKH or SPAK.

Everyone is after the money, where the statesmen are trying to steal as much as possible, while the investigators are trying to track this money. Although there have been several police or even prosecutorial actions, there are still intrigues and behind-the-scenes in the tenders that AKSHI is currently conducting, while the actors who participate or oppose each other are the same. Again, at the head of this "scheme" are businessmen Ermal Beqiri and Gerond Meçe, the first one wanted and the other so far in the role of a hostage, but the investigations that SPAK has in hand could turn the entire pyramid upside down.

These two have "collided" in the next procedure that AKSHI has attempted to finalize, in the tender for the consular service system. The procedure was opened during the time of Mirlinda Karçanaj, as the companies initially opposed the established criteria and then made "accusations" against each other. Karçanaj rushed to declare a "shadow" company of Ermal Beqiri the winner, and even issued the announcement, but the rotation of directors, where Igli Tafa took her place, brought about the cancellation at the last moment.

Vox News has learned that, in recent weeks, there have been many interventions in the offices of AKSHI to change the winner or cancel the procedure, since it was about one of the tenders where businessman Gerond Meçe had withdrawn after pressure from rival groups, led by Beqiri and Agas. There are suspicions that these behind-the-scenes or even current interventions have led to Tafa's withdrawal, perhaps out of fear of a possible SPAK investigation into him.

According to documents researched by Vox News, the procedure began in May 2025 and has an object "improvement of the online consular service platform", with a fund limit of 205,106,800 lek. AKSHI writes that the reason for the cancellation of the procedure is because "no suitable offer was submitted in the single-stage procedures."

Meanwhile, the same institution, according to documents obtained by Vox News, announced a few weeks ago the winner of this procedure the merger of economic operators KREATX (owned by Enor Nakuç and Lejdi Koç) and HardTech (owned by Enea Buza). It is learned that these companies offered 190 million lek, while there were suspicions that a trusted person of Ermal Beqiri was hiding behind the HardTech company.

The owner of this company, Enea Buza, was previously a shareholder and employee of the firm "HORIZON", a company that has direct ties to Beqiri. The suspicions are that, in this procedure, Beqiri introduced "shadow" people to defeat his opponent, Gerond Meçe, whom according to SPAK he took hostage!

The "pawn" company, Advanced Business Solutions-ABS, also participated in the same procedure, which was entered together with DATA LOG. These companies offered 154 million lek excluding VAT, against the offer of 190 million lek from Kreatx and HardTech. Initially, the "pawn" company Meçe was disqualified because it did not have technical capacities, it did not have authorization from the manufacturer for the equipment that is the object of this procurement.

Immediately after this decision, Meçe and his clans at AKSHI, which have already been strengthened after the attack of the Beqiri – Agasi duo, have lobbied hard to change the winner. Faced with this situation, the new director of AKSHI, Igli Tafa, has preferred to "play" on the defensive, canceling the tender to reopen it, perhaps with new criteria. SPAK's action has not only not stopped the clans, but these groups are now continuing to clash, so far with cards.
