The new director of the National Agency for the Information Society, Igli Tafa, is following in the "footsteps" of his predecessor, Mirlinda Karçanaj, as in recent weeks he has signed several tenders, which ironically are won by the same hands. One of the firms that has wreaked havoc on the AKSHI has been Gerond Meçe's ABS, which in the SPAK file against Ermal Beqiri, Ergys Agas, etc., appears more as a "victim" and not as one of the people who dictated the big tenders in this institution.
So far, Meçe is once considered by SPAK as a "hostage" and in another file, which is still under investigation and has no security measures or court decisions, he is considered one of the organizers of the extortion of state property. The suspicions are that Meçe has collaborated very closely with the former deputy director of AKSHI, Daniel Shima, as the two have built an empire in family businesses, increasing capital and building villas, apartments or even mansions.
Normally, the documents published in succession by Vox News are in fact a serious criminal file against the two, or other collaborators, while in these lines we will stop at another tender, where the new director seems to have received clear orientations. Tafa has started "all over", by giving Meça the next tender. But, more than the value, Tafa's decision seems to be more lobbying of third parties, those who put Tafa in that position, or those who are describing Meça as a victim, to re-launch it on the market, although it is under investigation.


According to documents researched by Vox News, AKSHI has recently announced the winner of a tender with the object of "improving the e-compensation payment system". It is learned that the duration of the contract or the time limit for execution is 33 months, 9 months of implementation and 24 months of maintenance. The tender limit fund was 33 million lek, or about 340 thousand euros excluding VAT.
The winner was declared the union of economic operators, DATALOG with owner Sokol Sinanin and ADVANCED BUSINESS SOLUTIONS - ABS, with owner Gerond Meçe's elderly mother, who out of fear of a possible investigation by SPAK fictitiously transferred the shares to his mother. These firms offered about 300 thousand euros. At the end of the document is also the signature of the new director of AKSHI, who seems to have no new ideas in the management of this institution, as he is continuing the "games" of the clans, where his predecessor has held some positions.
Former director Mirlinda Karçanaj and her former deputy Hava Delibashi are being investigated under house arrest, while the deputy director of Tirana Police, Erion Ismaili, as well as businessmen Ergys Agasi, Ermal Beqiri, Andis Papa, Gëzim Hoxha and Rogers Rryta are also under house arrest. Vox News has reported that the above-mentioned names are not the only ones who have extorted public money, as the two 'hostages' Shima and Meçe are also trying in every way to launder the money they extorted from tenders. Both, together or separately, have created a network of companies, raking in tens of millions of euros each.

The biggest beneficiary of these procedures has undoubtedly been the company "Advanced Business Solution", owned by Gerond Meçen, while Daniel Shima was the deputy director. According to official data, researched by our editorial team, ABS of Meçen has benefited in recent years from the frightening figure of around 40 million euros.
These tenders, most of which were won without any competition by ABS, even disqualifying the lowest bids, have attracted the attention of the Special Prosecutor's Office. Verifications have even begun by the National Bureau of Investigation, which has "sifted" all of AKSHI's tenders. But, precisely at this time and with SPAK on its heels, Gerond Meçe makes a move, transferring the shares of the ABS company to his elderly mother. The donation contract was made in May 2025, where Gerond transfers only the ownership to Shegush, while the administrators were the same, perhaps out of "fear" of the Special Prosecutor's Office.
Currently, the shares of this company are still in the name of 75-year-old Shegush Meçe, born in Elbasan and residing in Tirana. If you look at the AKSHI tenders, Meçe was competing with ABS, which he passed on to his mother. But, in parallel, he opened another company, called “Artificial Intelligence Business Solutions”, transferring tens of millions of euros to this company. Data provided by Vox News shows that around 15 million euros have passed from ABS to AIBS over the last 5 years.

In June 2025, a few weeks before being taken "hostage" by the Beqiri and Agas group, Gerond Meçe would declare the balance sheet of the second company, AIBS. He writes in the documents that he came out with a profit of 630 thousand euros, while distributing a dividend in the amount of 1.7 million euros, from previous profits.
Tax records show that the company, although it did not win any tenders, was making tens of millions of euros, under the pretext of "IT work". The transfers of these payments from one hand to another are suspected to have been made to launder money from AKSHI tenders, which were then diverted to companies close to Meça or even to AKSHI executives.
