Family members or people with strong political connections are the most privileged to receive permits for photovoltaic parks, which have been opening like "mushrooms" recently, the same as the famous HPPs during the "Berisha" government. The Fier region is the "champion" of permits granted, while the beneficiaries have been large firms, individuals or firms without any experience, or people with family ties to the leaders of the majority.

After Gramoz Ruçi's son, another permit has been issued in the Fier area, where this time the beneficiary is the daughter and son-in-law of the former Minister of Interior, Fatmir Xhafaj, currently a member of the Albanian Parliament. Amantia Xhafaj and Ditjon Baboçi, the first daughter and the second son-in-law, are owners of the company "InvestALB & Konsulence", while this company owns 50% of the shares of the company "DION Energji".

The MP's family members are co-owners of this firm with Artan Sako, the brother of the mayor of Tepelena, Gramoz Sako, former head of the Republic Guard. A very close connection between business and politics, where politics itself or the leaders of the majority, favor their family members!

In recent days, the National Council of Territory and Water has issued another permit for a photovoltaic park in Fier. According to documents exclusively available to Vox News, the NCT has decided to conditionally approve the construction permit for the facility "construction of a photovoltaic electricity generation plant, with an installed capacity of 2 MW and auxiliary works."

This park is located in Fier and has as its developer the company "DION Energji" sh.pk. The final permit will be granted after payment of the infrastructure impact tax on behalf of the Municipality of Fier.

"The project area is located northwest of the village of Grykë, at a distance of about 3.9 km. It is located in the coastal lowland in the Myzeqe plain. The study area is located near the Seman beach. The agricultural corridor of the Topojë region is considered a man-made or completely artificial habitat. The property on which the project is being developed has an area of ??35,245 m²," the document states.

Facsimile: The company "DION Energji" is owned by Artan Sakon (50%) and Amatia Xhafa and Ditjon Baboçi (both 50%).

But who is behind the company that received the permit for the photovoltaic park?! Vox News has reviewed documents from the KKT, notary or from the Central Bank, which show that 50% of the shares of this company (DION) are owned by the company "Investalb & Konsulënçe".

The purchase of these shares was made in June 2023, while the owners of (Investalb) are Amantia Xhafaj, daughter of Fatmir, born in Tirana on March 31, 1990, and Ditjon Baboçi, son of Agim, born in Tirana on November 15, 1986.

"Review of the possibility of determining the value of the contract between the parties, for the purchase of a portion of the quota representing 50% of the share capital of the company 'DION Energji', in the amount of 30,000 euros. The legal representative of the company, Baboçi, is authorized to carry out all actions and sign all acts necessary to achieve the purpose of this decision ," the document states.

Meanwhile, the remaining part of the company, 50% of the shares, is owned by Artan Sako. He also, at the same time, in June 2023, bought the shares for only 30 thousand euros. Whether the purchase was fictitious, or for other reasons, these suspicions should be clarified by law enforcement institutions.
