The judiciary government seems to have interfered in the internal affairs of the Special Prosecution Office, by awarding a large tender to the companies of Ermal Beqiri, accused of being part of a structured criminal group, within the framework of the AKSHI tenders. The High Judicial Council has recently announced the companies Soft Solution and Horizon, both owned by Beqiri, as winners of a large procedure, worth a full 2.6 million euros.

More than the value, what casts strong shadows of suspicion are the winning companies, owned by Beqiri. At a time when the case is under investigation, and even strong security measures have been given, where Beqiri is under arrest, but has not been executed, this institution suddenly declares him the winner. The scandal deepens further because none of the law enforcement institutions, or those who make or control tenders, have excluded Beqiri's companies.

If its leader has seriously abused state funds and created wealth, shouldn't measures have been taken? It seems that scandals in this small country of ours only last a few days, where in addition to investigations into a criminal group or the creation of a vast extortion network, an individual continues to take public money without being "punished".

Vox News has analyzed the decision of the winner announced by the Supreme Court, which says that the tender was opened in the summer of last year, at a time when Beqiri had an open "war" with Meçe, Sinan, and even the deputy director of AKSHI, Daniel Shima.

According to documents available to our editorial team, this tender has also been submitted to the Public Procurement Commission and the Administrative Court of Appeal, with decisions sometimes in favor of Beqiri and sometimes in favor of Gerond Meçe and Sokol Sinani. In the end, the KLG made the decision to award the tender to Beqiri.

But who "won" in this procedure?!

According to the documents, the tender was announced in the summer of 2025 by KLG and had as the object of the contract "ENTERPRISE SERVICE BUS (ESB) system", with a duration of 3 years. So, Beqiri's company will continue to work for another 3 years, regardless of what happens to its owner!

The ABS company of the “victim” Gerond Meçe participated in the tender, which was entered together with the Data Log company of Sokol Sinan. Meçe and his elderly mother, who already owns the shares, would do only 30% of the “works” and the rest would be done by Sinan’s company, worth 70%. These companies offered 256 million new lekë.

Meanwhile, BOE Soft Solution and Horizon, both owned by Ermal Beqiri, submitted bids in the tender. These firms offered 253 million lekë. The firm “1 iCom” also formally entered the tender, but without a bid.

But the matter has also gone to the Public Procurement Commission, or as it is known, the "appeal" of tenders. This commission, with decision number 1937 dated December 30, 2025, decided not to accept the complaint of Meçe and Sinan.

Their claims that the bid was too low and the winner lacked capacity were not accepted by the KPP. Subsequently, the Administrative Court of Appeal issued a decision on January 13, 2026, imposing "the measure of securing the lawsuit, ordering the suspension of the legal effects of the KPP decision as well as the prohibition of the conclusion and execution of the contract arising from the procurement procedure, until a final decision on the merits is issued."

Despite this decision, the Supreme Court has decided to declare Ermal Beqiri's companies the winners. So far, or at least in this court decision, there is no information whether a final decision has been made. However, even if it has been made, it seems that a wanted person, with a security measure of arrest in prison, accused of a structured criminal group, has managed to win a super tender, with a long deadline. In fact, the tender was won by the "government" of the judiciary itself!
