A few weeks ago, Socialist Party MP Erion Braçe posted on his social media a denunciation of the concreting of the hills of the Artificial Lake of Farka. According to him, a highly questionable project would transform the area into a large concrete massif, without adequate spaces, bringing a highly questionable model.
A courageous denunciation, especially from a ruling party MP, who writes what he has seen and thought. Normally, such denunciations from legislators should set state institutions in motion, to stop these projects, or at least to change them. Braça's denunciation was accompanied by photographs of the project, with several serpentine mansions on that hill.

But who designed or signed them? VoxNews has exclusively revealed the construction permit, or even the project. The buildings will be built by the company "Kontakt", owned by the controversial businessman Fatmir Bektashi, with two official files in SPAK, one with former Prime Minister Sali Berisha, for the Partizani complex, and the other with the Mayor of Tirana, Erion Veliaj, for suspicious payments.



Meanwhile, VoxNews has obtained the construction permit documents, a permit that was approved by the KKTU in September 2025 and only made public in recent weeks. The signatory of this permit is none other than Prime Minister Edi Rama himself, in his capacity as the chairman of the KKTU. Meanwhile, the same permit also has a signature by Belinda Balluku, in his capacity as the Minister of Infrastructure and Energy.
VoxNews has learned that, although the permit was approved in September last year, the disclosure was only made in recent days, while the Deputy Prime Minister was in office, before it was suspended again following the Constitutional Court's decision. A similar action to the disclosure of the permit in Baks-Rrjoll for Bashkim Ulajn.

VoxNews has learned that the “Ballada” building is a residential complex with 2, 3, 4 and 5-story buildings and 1 underground parking floor, which is located in the east of the city of Tirana, on Vrapeve Street, about 300 meters as the crow flies from the city’s Eastern Ring Road. “The square is directly accessed from Vrapeve Street, which has a strategic function in creating a new connecting ring between the city and the suburban areas. Another added value of this square is its proximity to Lake Farka, just 4 minutes away. The surrounding area is green and generally consists of low-rise buildings. The terrain is characterized by an average slope of 13%. The square has a total area of ??40,680 m2 and is laid out in 6 properties,” the documents state.
The documents state that the development includes 9 buildings, of which 8 buildings are 4 stories above ground and 1 building with 2 stories above ground, all with 1 underground parking floor. “Due to the slope of the terrain, less than 2% of the project is interpreted as an additional floor, specifically the 4-story buildings are read as 5-story and the 2-story building as 3-story,” the document continues.
If Braçe or other readers of the MP did not know who the businessman or the signatories were, above they will find all the information they need about how a green area is being concreted.
It seems that those above, except for MP Erion Braçe, should first think about having a road in the complexes built by Fatmir Bektashi, Mangalem 21, Kaimi or Kadiu. These statesmen should first think about turning the infrastructure tax or the taxes of thousands of residents into a concrete project.

If you are unaware of the situation, the photos above tell a lot. Currently, there are over 50 buildings in the three complexes and thousands of residents who live in these buildings have their entrances from the street above.
The Prime Minister, the relevant ministry, the municipality, or any other institution should first think about providing these residents with infrastructure and not blindly sign Bektashi's next projects.
