The two heads of state, Prime Minister Edi Rama and Deputy Prime Minister Belinda Balluku, also Minister of Infrastructure and Energy, have signed another construction permit, in one of the most elite areas of Tirana. A tower 15 floors above ground and 5 floors underground, in the shape of a mushroom, will be added near the Air Albania stadium, built by the two brothers who once owned the APEX casino.

Documents researched by VoxNews show that the tower will be on "Dervish Hima" street, very close to the stadium, while the property developer is the company TDT & PARTNERS, owned by Dajlan Avdia and Glendi Abdi . The latter two have expanded their activity in the field of construction, mainly in Tirana, Saranda or even Cape Rodoni.

Interestingly, whenever there are conflicts over a property, two brothers with different surnames come to the fore , one of whom also has a German passport. The constructions in the Lëkursi Castle and Cape Rodoni in Durrës are evidence that there may be third-party interests behind them. However, the fact-finding of these suspicions or accusations is up to the law enforcement institutions themselves.

VoxNews has obtained the documents of this permit, which concerns the approval of a construction permit for the object "15-storey service and residential building with 5 floors of underground parking, on 'Dervish Hima' street, located in the municipality of Tirana, with the developer 'Tdt & Partners' shpk".

"The property is along Dervish Hima Street, North-East of the Arena Stadium, therefore relatively close to the City Center and the Artificial Lake of Tirana. The area has diversity in the type and height of buildings. Nearby are individual villas 1-3 floors, residential buildings ranging in height from 5-20 floors, various service facilities, as well as, as previously mentioned, the National Arena ," the documents state.

It is learned that currently, the property in question has an existing building built within it, of the type of individual 2-storey villa. "The land that is requested to be developed has a total area of ??1607 m2, which includes five properties," the document continues.

The building permit states that, out of 15 floors above ground, 3 floors will be dedicated to various services and the rest will be used for housing. " The ground floor will be dedicated to services that the area may need and will have a height of 5m. The first floor will be used as office space and will have a height of 4.2 m. The top floor of the building, i.e. the 14th floor, will also be used for services, specifically as a restaurant with a height of 5 m," the document continues.

It is learned that on the residential floors we will have 3 typical floors repeated throughout the building. The only difference from floor to floor are the balconies, which change shape on each floor. "The apartments are designed with large balconies, taking into account the shape of the building with wavy balconies that come around the body of the building. To create privacy from apartment to apartment, decorative 'columns' were used that close the undulations of the balconies and separate the balconies from one apartment to another," the document continues.

The letters state that for this object, the inspiration for its appearance and treatment came from the organic shapes of mushrooms. "Their shape was rationalized and typified, arriving at a predominantly geometric form. To further emphasize the concept, several sculptural elements in the form of realistic mushrooms are repeated at various points of the object ," the letters state.

According to her, the volume itself consists of the main body which is clad with a glass facade and then with undulations of different shapes, balconies are created which differ on each floor. These balconies represent the crowns of mushrooms and are supported on decorative columns in the form of stems which vary in height from 1 to 2 floors.

VoxNews has also analyzed the company's history, which shows that Abdi and Avdia purchased the company in 2017. The seller was Petrit Ismaili, while Glendi Abdi and Dajlan Avdia became the new owners.

But does this company have the financial capacity to build it? The last balance sheet filed with the Central Bank was made in 2025 and refers to the annual turnover of 2024. In this year, this company declared a profit of around 450 thousand euros.
