An entire neighborhood has been built in the “Ali Demi” area, where up to 50 permits have been issued to build buildings, initially with the “Mangalem 21” project, building 33 buildings, then “Kaimi” and “Kadiu”, which have filled the entire hill with buildings. The initial project was also advertised by Prime Minister Rama, while later other buildings were built around it, turning the entire area into a large concrete massif.

Currently, from the calculations made, it turns out that the buildings have about 3000 apartments, where if you convert them into the number of inhabitants, it can go up to 10 thousand. As much as a town in Albania, such as Rrogozhina, Dimali or even Tepelena. But, unlike these towns where there was a road, educational or health infrastructure, such is lacking in the entire area. Despite the problems with the law, the builder Fatmir Bektashi continues his business normally, opening construction sites every day.

He is used to strong lobbying to obtain these permits, but has the government or even the Municipality of Tirana done any study on the infrastructure of the entire area? Does it have plans to build any entrance or exit roads to the complex, given that Bektashi has also sold the parking lots on the side of the road? But, the most scandalous is the entrance and exit roads to the entire area.

The condition of the “Pasho Hysa” road is in a very dilapidated state. VoxNews conducted an observation of the segment, from the intersection of “Pasho Hysa” and “Ali Demi” streets, to the entrance to the complex. As is clearly visible in the video, the road is narrow and one-way, although it is a two-way street. In part of it, cars have to wait for oncoming cars, while during rush hours, in the morning and afternoon, the road is completely blocked by vehicles.

Large potholes have replaced the asphalt, but there are no sidewalks or lighting. Although the buildings are an extension of the old "Ali Demi" neighborhood, the infrastructure is still scandalous, although the government continues to grant permits.

The footage needs no comment, as VoxNews' camera captured the moment when even mothers with strollers have nowhere to cross. They are forced to move in the center of the road, again with potholes and very difficult to cross. But, the most scandalous thing is that the complex continues to grow day by day and on the other hand, no new entrance or exit road has been opened so far.


There are possibilities, but it seems that everyone is more interested in signing new permits than conducting studies and opening tenders for infrastructure. The first possibility is the expansion of the “Pasho Hysa” road, paving it with all the parameters. The second is the opening of a new road, adjacent to the former Women's Prison, where it would be possible to shorten the distance. The third possibility is from the “Ali Demi” Mosque area.


But, it seems that all possibilities will drag on for years, despite the fact that according to the law, the entire community that pays the fees for everything has a road, a kindergarten, a kindergarten or a 9-year school. In fact, the government should force the controversial developer to build a school building or force him to use the money he received from the sale of surface parking lots on the streets of the complex for roads.

At a time when the central and local governments should have forced businessman Fatmir Bektashi to do all of the above, the government itself "rewarded" him with another building permit for a palace. On the hill above the "Mangalem" complex, in a very steep terrain, Bektashi will build another palace, called "Nokia".

The building will be built near the water tank, on the road connecting the Ali Demi area with the Farka area. An architectural madness, given that the entire area was previously occupied by private homes and not by buildings. Moreover, it will concrete over another green area, while there is still no plan for a road.
