The investigations of the Special Prosecution Office have uncovered one of the most shameful affairs in post-communist Albania, where high-ranking state officials, those who rake in hundreds of millions of euros, in collaboration with powerful businessmen with strong ties to politics and crime, behave like a real criminal gang. Events reminiscent of Italy in the 80s-90s, or currently the groups or politics of Latin American countries or some countries in North America.
The file can be considered one of the most successful of SPAK itself, as the actions of its members are simply shameful, where now the task of the BKH or even the Prosecutor's Office itself should be to find the money and places where the heads of this group are sheltered, hidden in natural paradises or in fiscal havens, where they have taken the stolen money of poor Albanians.
Important politicians and powerful businessmen have appeared on the scene, led by Ergys Agas or Ermal Beqiri, but also the director of AKSHI, Mirlinda Karçanaj, who had "fused" into a single group, doubling the tender values, or taking other businessmen hostage so that they would not enter tenders or withdraw from the complaint.
One of the most flagrant cases was undoubtedly the hostage-taking of Gerond Meçe, an opponent of Ermal Beqiri, where the organizers, according to the SPAK file, are several people, such as Agasi, Beqiri, Karçanaj himself, or even members of the Public Procurement Commission. Their coordination was impressive, where the hostage-taking was organized from the famous Gysit office.


However, in addition to these names, the SPAK file, a copy of which is also available to VoxNews, documents the actions of another member of the criminal group, who is neither more nor less than another powerful businessman, Laert Kasaj, who through his firm acted with Ergys or Ermal to take Gerond Meçen hostage.
The file clearly states that, during the time Gerond Meçe was taken hostage, the hostage-takers contacted the administrator of his company, “ordering” him to withdraw from the complaint to the KPP in several procedures. On August 18, 2025, an order was made to lift the suspension of the procurement procedure, where the Commission subsequently declared the economic operator “Ratech” shpk the winner. Specifically, the owner of this company is Laert Kasaj, who has already fictitiously transferred the shares to a relative, with the same surname.
These actions of the hostage takers have greatly helped "Ratech" win the lucrative tender, where all members of the group have acted quickly, in some cases Ermal Beqiri has won and in this case Laert Kasaj has won money.

The Special Prosecution Office has discovered that the company "Ratech", with the help of Gerond Meçe's hostage takers, gave businessman Laert Kasaj 71,996,600 lekë on the "table". It is learned that their offer was approximately 12,000,000 lekë more than the offer of the operator Advance Business Solutions, ABS.
A clear criminal scheme, where all the actors have tried to eliminate Meçe in order to win tenders more easily. Naturally, the file is under investigation, where other coercive measures are already expected.
