The two, one giving and the other taking, are suspected of having created a family benefit scheme that amounts to millions of euros.

We will focus on two characters, the most well-known of which is undoubtedly Arlinda Pogaj, director of the Centralized Purchasing Operator, who announces large-value tenders every day. Meanwhile, her husband, as of the writing of this article, is an unknown name to the public, but quite well-known in the circles of private firms or state bodies.

The connections between the two have created an inseparable pair, with strong suspicions that the state itself will lose out from this scheme, suffering huge damages. If Arlinda has created her own "clients" at the Centralized Purchasing Operator, her husband, Edigeni, continues to win tenders in the easiest way, through the Shpresa Al firm, where he is a senior manager.

With a lawyer's profession and the connections his wife has made in state institutions, Edigeni has also made state institutions "clients" of the firm. In this series, we will focus on a tender announced by the General Directorate of Cleaning and Greening, with a value of 2.5 million euros.

Afterwards, our editorial team searched and researched documents at the Public Procurement Agency, which revealed that this directorate with an address on "5 Maji" Street in Tirana opened a tender at the end of November 2025 for the "purchase of fuel and oil" contract, divided into three lots. The first, purchase of diesel, the second purchase of gasoline, and the third, the sale of oils and lubricants and brake alcohol.

The value of the tender is a full 239 million lek, or about 2.5 million euros. “The duration of the contract/framework agreement for its implementation is 36 months,” the documents state. But, read carefully when the winner will be announced. “The deadline for submission and opening of bids is December 29, 2025, at 10:00,” the document continues.

When all the attention of ordinary people is preparing the New Year's Eve table, for Liria, Edigen or Arlinda it is the next tender, with the strong suspicion that the procedure is predetermined.

VoxNews researched old documents from this directorate, which show that the same procedure conducted in 2023 was won by the company Shpresa AL. At that time, Pastrim Gjelbërimi finalized the tender for the "supply of fuel for diesel vehicles" with a framework agreement for a period of 36 months.

The limit fund was 172 million lekë, while only one bidder participated in the procedure, “SHPRESA-AL” shpk with nick K31321021N. This firm won this tender with the same value, 172 million lekë, receiving 100% of the limit fund.

It was the only one in the competition and received every penny allocated. The value allocated by Pastrim Gjelbërimi was 27,900,000 lek and Shpresa Al offered the same 27,900,000 lek.
