The actions of the Special Prosecution, which has indicted several officials and private firms, have led to several individuals with very strong ties to the majority or individuals in important positions being brought to justice. There have been actions in several key positions, mainly in the central government, but the greatest gangrene of all Albanians has a common denominator; healthcare!
A former Minister of Health is under arrest, along with several deputies or even senior directors, accused of a host of criminal offenses. The famous concessions in healthcare have already extorted money, as the system continues to suffer greatly, despite frequent changes of ministers. Beqaj was the first minister of the Rama government, where he remained until 2017. He was then followed by Manastirliu, from 2017 to 2023, followed by Albana Koçiu who remained until September 2025 and is currently Evis Sala.
The first two have been anathematized and there have been arrests, investigations and criminal files against them. If there was a security measure against Beqaj, Manastirliu has given him peace. But even Koçiu has not lifted a finger, while the last minister is known for having connections with oligarchs. However, one thing has not changed over the last 12 years, tenders without competition and predetermined for preferred firms.

During this time, the government has changed the way it conducts tenders several times. Initially, high-value procedures were carried out by University, Regional or Local Hospitals. Later, orders were issued and these tenders were grouped and carried out by a single source, the Ministry of Health.
Now, when everyone is "full", some tenders are made by the Centralized Purchasing Operator, a body under the Prime Minister's Office, but with a multitude of "bosses" at its head. With or without guidance, the director of the OBP, Arlinda Pogaj, has received instructions on the method or value of the tender.
In recent days, the same Operator has made several tenders, one of which is of very high value. On December 2, 2025, Pogaj issued the announcement of the winner of the tender with the object of "purchase of medical materials and drugs for peritoneal dialysis divided into 2 (two) lots, for 24 months".
This is Lot 2, "peritoneal dialysis" with a fund of 120 million lek, or over 1.2 million euros. Although dialysis was provided under concession and the private company continues to operate, despite investigations or reports from the Albanian Supreme Audit Institution, the state continues to pay for this service.
This tender was formal and predetermined, as only the company "INCOMED" participated in the procedure. This firm offered a few pennies less than the limit fund, or 99% of the awarded value. But, if this firm was to win, why was such a tender made? Was it predetermined from the moment of the announcement? If the health professionals knew the winner, did Arlinda know? Did she do any prior verification and how much money did she save in this procedure?
The suspicions are great, because the same firm has recently become the favorite of state institutions, which manage to award them tenders of large values, despite the fact that it "competes" with itself. If an oligarch or official is under investigation or arrest by SPAK, others stand up, and even win the procedures easily. Only the names change, while the same documents are made for anyone.

VoxNews continued to research official documents, which revealed that on the same day, December 2, 2025, the company INCOMED won another 231 thousand euros. The same institution, the Centralized Purchasing Operator, also announced it as the winner of the first lot, with the object of "medical materials for peritoneal dialysis and hemodialysis."
The limit fund was 22,381,450 lek, while INCOMED offered 22,279,700, or 101,750 lek. So, it left "on the way" only a few pennies, worth about 1 thousand euros.
In both cases, there was no competition and INCOMED won with an allocated value of over 99% of the fund, which raises suspicions that another oligarch is now emerging in healthcare. If until yesterday there were a few businessmen who made the law, now the doctors themselves are taking over, who have created connections and are winning tenders without any problems, despite suspicions that they have "someone behind them."

According to documents researched by VoxNews, the company is owned by the sole partner Mr. Gentian Kreka with 100% of the shares. "The subscribed and paid-up capital consists of 100 shares with a nominal value of 100,000 Lekë. The number of employees of the company on December 31, 2024 is 32 employees and on December 31, 2023 it was 31 employees," says a document of the company itself, which it submitted to the National Business Center.

According to her, "during 2024 we have an increase in the number of clients compared to 2023". But where does the increase come from?! The firm itself writes that this comes as a result of the increase in the quality of services in public procurement. So, the increase has come from tenders. She further writes that she has studied and monitored the market and strategic plans, but again the money always comes channeled, from the state itself that also selects the firms that will receive it.

The company, as shareholder Gentian Kreka himself writes, continues to grow, especially from tenders. This company submitted its 2024 balance sheet in 2025, where it writes that in this calendar year it earned the amount of 39,437,325 lekë. Half of the profit was distributed as a dividend, i.e. to the main shareholder Gentian Kreka, and half was transferred as a reserve for investment.
