This summer, after a 15-year delay and a cost of $400 million, the Qukës – Qafë Plloçë road was finally inaugurated. Several firms were rewarded for “good work,” even receiving contract extensions several times or winning the tenders for the connecting roads.

The last “hand” was given by the 2T company, with strong ties to the government. One of the two owners of the firm is Artan Sako, the brother of the recently elected mayor of Tepelena, Gramoz Sako. Previously, Gramoz was also Commander of the Republic Guard and is known as one of the most supportive of the majority.

In addition to the military officer's promotion, his brother's 2T firm has devoured millions of euros of public funds, for work mainly in the south of the country. Such is the next tender it has received, that of maintaining the Qukës - Qafë Plloçë road. VoxNews browsed new and old documents, and even posts from state institutions, which only reinforce the idea that the tender was predetermined to go to the 2T firm.

But, let's take them one by one!

Read carefully the announcement of the Municipality of Pogradec, issued on August 20, 2025. "The last lot of the 'Qukës - Qafë Plloçë' road of 9.3 km is almost complete. The engineers of the 2T company announce that this Saturday they will be asphalted.

"The last 400 meters remaining. Currently, the road is accessible to all types of vehicles, while with the completion of all vertical and horizontal signage, an official announcement will be made about the opening of the entire axis (43 km) to vehicles," the Municipality of Pogradec wrote.

Despite the fact that there was no announcement about the winner of lot 3, whose works lasted indefinitely and were abandoned in the middle, the final "hand" was given by the 2T firm, owned by the Sako family. The total construction value was around 400 million euros, while the road is currently open and works continue on the third lot.

On November 19, 2025, one day before the General Director of Roads, Gentian Gjyli, was placed under house arrest for abuse of office, he paid the ultimate tribute. The tender for the maintenance of the Golden Road was awarded to 2T, despite not having the lowest bid.

The limit fund was 31.8 million lek, or about 320 thousand euros. The Kapri family's "Rej" firm offered 24 million lek. The winning Sakove firm offered 29 million lek. Obviously many times more than Kapri.

Other firms also participated in the tender, again with lower bids than Sakot. Alb-Building offered 26 million lek, Deltarex 23 million, and RSM even offered 21 million lek.

So, the highest value bid won! Wasn't this tender predetermined?! The 2T firm continues to work on the third lot, was selected through a dubious procedure to continue the works, and now also wins the maintenance tender. Something smells fishy in this tender, as Gjyli has disqualified all procedures just to give the tender to Sakove. Another SPAK file?!

But, in addition to predetermining the winner, it seems that the Sakos have also scored an own goal in the documents. They write that to maintain the new road, which they have not yet completed, they will be supported by the APIS company.

In fact, behind the owners of the company in question are the Sakos themselves, casting further doubt that they have now become the favorites of the majority in public affairs. But, after the measure against Minister Balluku or after Gjyli's house arrest, will they continue to receive tenders?!
