The investigative show 'Plug' revealed serious details from the Llogara tunnel construction scandal. From the investigation data, it turns out that Belinda Balluku canceled the first tender for the Llogara Tunnel, reopening another competition four months later, this time increasing the costs of the tunnel's construction by 50 million euros.
The competition to open the tunnel took place precisely after top government leaders held a meeting with executives of Turkish companies, which were then declared winners in the LLogara tunnel tender.
The meeting held in the Turkish capital with company representatives was attended by Prime Minister Rama, the Minister responsible for infrastructure Belinda Balluku, and former Deputy Prime Minister Ahmetaj himself.
The meeting took place on June 3 in Ankara, and 21 days later, the tender was re-announced with a limit fund value of 190 million euros.
Before the main tender was held, another tender was held, which according to the investigation turns out to be a separate scandal. On June 20, 2022, the government held a tender for the feasibility study and design of the Llogara tunnel project.
This tender had a limit fund value of 7.4 million euros including VAT. The project that would pave the way for the tender also cost 7.4 million euros, but from the start, even the tender for the selection of the design studio was heavily shadowed by suspicion.
Several companies participated in the competition, and in at least two cases, two of the participating companies were in violation of the law, as they created two operator mergers. In the end, the winner was declared the merger of five operators that offered the highest tender value, while some of the companies that entered the competition were added along the way as they were not part of the competition in the initial tender.
The main scandal lies precisely in the main tender, the one worth 190 million euros for the construction of the Llogara Tunnel.
The Turkish companies Interkar-ASL, which won this tender, did not meet some of the criteria of the standard tender documents. Also, just like in the case of the Tirana incinerator, the Llogara tunnel companies were registered in Albania only at the moment they signed the contract, or just one week after the official start of works for the construction of the Llogara tunnel.
And as if that weren't enough, the Llogara Tunnel began construction without a construction permit, and until the latter was approved, the ministry disbursed 15 million euros to Turkish companies. On the other hand, the construction permit was never issued until May 28, 2025, which means that all the work was carried out without a construction permit.
But the scandals of this affair do not end here. During the investigation, another subcontractor company was found to have carried out one of the most essential processes. The excavation for the opening of the tunnel is precisely Via Konstruksion.
This company was founded in 2021 by a young man who had worked as a sales agent, and for the construction work on the Llogar tunnel he received 7.5 million euros.
There are strong suspicions about this company that it may have been used for money laundering, while SPAK is left to investigate.
But not only that. In the initial project, as you can see on the screen, in addition to the construction of the 6-kilometer tunnel, two bridges were also foreseen at its two exits, for which the costs were also detailed.
But in the end, one of these two bridges, which the designers had envisioned as a single-leg suspension bridge that would create panoramic effects, disappeared and was not even built in the end, despite being one of the most expensive items in this project.
After swallowing 190 million euros, as in every procedure of this project, Edi Rama and Belinda Balluku have forgotten another very important element, the approval of the Llogara Tunnel.
These works have not been approved because there was no inspector to conduct the assessment, and consequently, every Albanian who will go through it must pray to God that the theft of 190 million euros will be the greatest evil for him. / Plug Show
