The Centralized Purchasing Agency has announced two large tenders for the distribution of food to hospitals within the same day.
According to documents researched by VoxNews, the "soup" at the "Queen Geraldine" Military Hospital and Maternity Hospital will be distributed by the Qefalia and Kalaja families, who each own 50% of the shares of the "Dajti Park 2007" company, formerly known as "Vllaznia". The same company has been investigated, as its owners were convicted in 2018 for "scams" of prisoners.
Time has passed and it seems to have "healed the wounds" of the company and its owners, who have strong ties to the majority. Former owner Ylber Kalaja was sentenced by the Tirana Court to 2.5 years in prison in July 2018.
Immediately after this sentence, Ylberi signed a document granting his son, Desart Kalaja, 50% of the shares and the other 50% to Mr. Lulzim Qefalia, the brother of former Socialist Party MP Xhemal Qefalia.

The formal transfer of ownership has proven to be fateful for the firm, now named “Dajti Park 2007.” According to documents researched by VoxNews, the firm has won several lucrative tenders, even from the General Directorate of Prisons itself.
Meanwhile, October 10, 2025 was a very lucky date for the company, owned by the two Qefalia and Kalaja families. The Centralized Purchasing Operator, an institution recently created to conduct zero-sum tenders, has announced the winner of the “Dajti Park” company in the Military Hospital and Maternity Hospital tenders.

The document above is the announcement of the winner of the tender with the object of "food cooking and distribution service for the University Trauma Hospital", with a duration of 3 years. The firm "Dajti Park 2007" has offered 125 million lek excluding VAT.
The winner was announced on October 10, 2025, while on the same day the same firm received millions more from the state, for another tender with a similar object.

In the documents that VoxNews researched, the firm owned by the Qefalia and Kalaja families also won the tender with the object of "cooking and distributing food (catering) at SUOGJ 'Mbretëresha Geraldinë'", with a duration of 48 months. In this procedure, Dajti offered 107 million lekë, or over 1.1 million euros.
The firm has a very suspicious past, with investigations and fictitious transfers of ownership. Since members of the Qefalia family were in power, Xhemali was a member of parliament and Lulëzim was the mayor of Dajt Municipality and later the Administrator of the Dajt Unit, the firm was formally owned by the Kalaja family.

In some cases, the same firm has also been accused by the opposition of having suspiciously won over 55 million euros in tenders and construction permits. The opposition's statements were made in 2024, a year in which the firm came out with a minimal profit, even considering the annual turnover in the high numbers.
In its 2024 balance sheet, researched by VoxNews, the firm declared a profit of 33,300,051 lek. All of this amount, the firm writes, was distributed as dividends.
