One of the "notaries" of the road oligarchs or state officials continues to win tenders without any effort, although he was caught unawares in wiretapping with the mayor of Erseka, Erion Isai, who has been taken into custody by the Special Prosecution. This is Entela Çano, who owns a company that supervises works, which within a very short time has managed to pocket millions of lek from the Albanian Road Authority.

Her firm "A & E ENGINEERING" was initially announced as the winner for the supervision of the connecting roads in Llogora, while previously it received millions of lek in a suspicious manner for the Korça-Ersekë road, where "Çuçka" forged the papers for it to win the tender. Isai's investigative file details all the conversations with Çano, where the two talk about how the value of the tender should be fictitiously increased.

But, the surprises in this country of ours no longer last even 24 hours, let alone 3 days. The Mayor of Erseka was named a defendant on September 24, 2025, while 33 days later, his "colleague", Entela Çano, was declared the winner of a tender for the supervision of the expansion of the Tirana - Durrës highway, phase three. Shouldn't measures, whether criminal or administrative, be taken against the company in question?

Who did Erion Isai share the money with? Or more precisely, how did he abuse his position, causing great damage to the budget?

In the SPAK file, Isai speaks openly with Entela, who seems to be an expert in such tenders, since she "covers up" any irregularities in the values ??and quality of the works. Normally, if you are going to do such a favor, you should also have benefits, which Çano has had, shooting millions of euros and coming out with a profit of 1.2 million euros in 2024 alone (the balance sheet was published in 2025).

On October 27, 2025, according to documents available to VoxNews, the director of the Albanian Road Authority, Gentian Gjyli, also a defendant by the Special Prosecution Office, announced the winner of the tender for the supervision of the expansion of the Tirana - Durrës highway, phase III. The tender limit fund was around 21 million, while the lowest offer was that of the company "ERALD-G" with a value of 15 million lek.

The winner of the procedure was the joint venture of economic operators "A & E ENGINEERING" and "IMES-D", which offered 19 million lek, or about 190 thousand euros. Out of 18 seed companies, 7 were disqualified by Gjyli, including the lowest bid.

Çano prej vitesh është pronare e vetme e kompanisë “A & E ENGINEERING”, e cila njihet si fituese e tenderave të mbikëqyrjes së punimeve, kryesisht në ndërtimet e rrugëve. Ajo mori një tender disa javë më parë me vlerë 110 mijë euro, ndërkohë që së fundmi futi në “xhep” edhe 190 mijë të tjera, duke e çuar shumën në rreth 300 mijë euro të marra pasi emri i saj doli në dosjen e Çuçkës.

Duket se, veprimet e SPAK-ut veçse kanë nxitur drejtuesit e ARRSH-së që ti jepnin me radhë tenderat, edhe pse ndaj Isait dhe bashkëpunëtorëve të tij, duke përfshirë edhe Entela Çanon, janë ngritur akuzat e shpërdorimit të detyrës, korrupsion pasiv dhe aktiv, fshehje e pasurisë dhe shkelja e barazisë së pjesëmarrësve në tendera.

Të dy, Çano dhe Çuçka janë kapur në përgjime, ku kryetari i Bashkisë së Ersekës i shkruan “je yll”, “sa më shpejt pls”. Ajo i përgjigjet se “do bëj të pamundurën që të premten t’i dorëzojmë”, “po sforcohemi shumë për të arritur vlerën… 230 me TVSH. Jam e saktë? Ma konfirmo të lutem”. Ndërkohë që Isai i përgjigjet se “330 është max”, apo “pls zjarrrrr, se nesër duhet me i printu”. Madje i thotë se dokumentet ia vulos ai.

Një shumë tepër e madhe, duke qenë se kompania është vetëm mikëqyrës e tenderëve të rrugës dhe jo ndërtuese e tyre. Por, bilanci i saj i ngjason më shumë firmave që ndërtojnë, pasi fitimi i saj është tepër i madh.

Part of this amount, of around 500 thousand euros, Çano has decided to create reserves and remain as undetermined profit.
