The strategic location of Porto Palermo, on the Ionian Sea in Himara, where there was a military base and underwater tunnels for ships, will be given to a private company to build a resort. The project was launched by the Albanian Investment Corporation 3 years ago, but has never been made public.
A very bold decision by the leaders of this Corporation, who have secretly carried out a multitude of actions in one of the most beautiful areas of Albania, with the aim of alienating it. Documents have been obtained from the Ministry of Defense, from the General Staff of the Armed Forces, while to this day there is no official information about who initiated the plan.
Information and documents obtained by VoxNews indicate that a luxury hotel will be built on a vast area of ??property, on the site of a former military base. Meanwhile, a marina for yachts and ships will be built near the underwater tunnels, built during the dictatorship and only opened to the public in recent years.

In July 2022, the government adopted a decision to declare the Porto-Palermo Bay a natural marine-coastal ecosystem. The decision states that the natural park has a total area of ??1,694 hectares, of which 1,490 hectares or 87.93% are marine areas and only 204 hectares or 12.07% are land areas.
A truly Albanian find, as with this decision, the government will protect the water and not the land! If you look at the map, the land area is only the sandbar and some rocks, as well as the castle that is located in that area, on a small island.
Meanwhile, surprisingly, the entire remaining land area, which is practically Porto Palermo, has been left out of strict protection. Which has also paved the way for construction or alienation of the entire area. A scheme used in other, highly protected places, with the aim of allowing construction and concrete.


The same ministry that proposed the Porto Palermo Bay “Natural Park” also funded a management plan. A study was conducted by the Ministry of Environment itself, which included the Llamani Bay in the park, as well as a huge area of ??land in Porto Palermo. Even the area of ??the former military base.
Like Llamani Bay, the former military base of Porto Palermo, beneath which are the underwater tunnels where the military fleet was stationed, has been left out of the park, whether intentionally or unintentionally, in order to build resorts in that area.
It seems again a highly controversial decision, after the former military bases in Saranda and Shëngjin, whose alienation by the Ministry of Defense is under investigation by the Special Prosecution Office.

It seems that, if implemented, the decision-making for the alienation of the Porto Palermo military base could also be another SPAK file. VoxNews has researched a report by the Supreme State Audit Office, which has revealed that a resort will be built on that site.

The Albanian Investment Corporation drafted a project proposal in March 2022 for the development of the Porto Palermo area with strategic investments that include the construction of a port and 5-star resorts, the construction of capacity for moorings for yachts and boats, the construction of an elite model resort, maintenance services, the revitalization of submarine tunnels by turning them into museums," says the SAI.
Practically the entire area will have constructions, which will be taken over by the private sector. It seems that the state will grant the oligarchs a huge area of ??property, highly coveted and one of the most beautiful in Albania, to make it private.
"In the first phase, AIC has foreseen the preparation of the feasibility study for the asset as well as the preparation of the expression of interest from private investors. The further steps in this Project-Proposal are determined to be the approval by the AIC board of the initiation of the project, the approval by the Prime Minister, the development agreement between AIC, the Ministry of Defense and the Ministry of Finance and Economy for the preparation of the pre-feasibility study for the development of the area and the asset and the opening of the call for interest for investors," the SAI continues.
However, it was found that the Corporation did not follow the steps, as initially the preparation of the project proposal was initiated, including the pre-feasibility study and the contracting of external experts to finalize the project, without first ensuring the transfer of state property/assets to the administration of AIC.
