The Mayor of Saranda, Oltion Çaçi, and the Chairman of the Municipal Council, Asaf Stroka, have joined forces to grant public properties to several businessmen, with highly questionable procedures. Using members of the Saranda Municipal Council, Çaçi and Stroka have made fictitious documents to give two firms a total of 60 hectares of property in the village of Nivicë, to build a photovoltaic park.

Meanwhile, these two officials, one a businessman and the other a bailiff, have also "executed" a huge state property, the former holiday home in Qafë Gjashtë, where a huge resort will be built on that site. But, not only that, as the businessman and the bailiff have also made decisions about the Lëkursi Castle, other properties from Saranda to Ksamil, where with very dubious decisions, they have favored individuals and firms close to the government.

It seems to be a scheme that is commonly used throughout the country, where the businessman and the bailiff hide behind the number of municipal councilors' cards. They have managed to remove several disobedient councilors, one of whom was removed on the pretext that she was an educator, while the others have been put in a "row", voting for every initiative, or even forgiving huge properties. Also, some of the councilors have been rewarded with building permits, while the others will "enjoy" in Rome!

According to documents available to the VoxNews editorial team, a few days ago, the Municipality of Saranda opened a tender with the object of "travel and accommodation expenses for the Municipal Council, Rome". The procedure is ongoing, while the signatory of the tender turns out to be Florjan Sali, deputy mayor of the Municipality of Saranda.

Since the tender is up to 10 thousand euros, Çaçi has delegated the signature to his deputy, since such a tender is very expensive, at a time when the entire procedure comes after some highly discussed decision-making of this Municipal Council. The documents specify that transportation expenses are required Saranda - Tirana on December 4, 2025 and return on December 6, 2025. This is for the trip of 20 people. Also required is a plane trip Tirana - Rome, departure on December 4 and return on December 6. The landing places on the plane are required to be close. Also, the Municipality of Saranda has financed accommodation for 2 nights near the center of Rome, with double rooms, requesting a total of 10 rooms.

Ky udhëtim i këshilltarëve vjen disa muaj pasi dhjetëra apo qindra banorë të fshatit Nivicë në Sarandë protestuan para Bashkisë dhe Këshillit Bashkiak, në lidhje me faljen e 60 hektarëve në Nivicë. Në atë mbledhje të këshillit, pro votuan edhe disa anëtarë të djathtë, duke e bërë çështjen ende më enigmatike, duke qenë se lindën dyshime se edhe anëtarët e opozitës ishin “rreshtuar” me mazhorancën.

Pas këtij vendimi, Bashkia e Sarandës kreu një ankand fiktiv për t’i falur biznesmenëve Buzi dhe Xhindoli pronën e stërmadhe, megjithë ajo është e banorëve vendas. Mësohet se leja është dhënë fillimisht nga ministritë e linjës dhe do të duhej “leja” e pushtetit lokal. Por, edhe pse banorët u ngritën dhe dolën të gjithë në Sarandë për të protestuar, Çaçi dhe Asaf Stroka, kryetari i Këshillit Bashkiak, e vijuan çmendurinë, duke miratuar edhe projekt-vendimin.

Sipas dokumenteve që ka hulumtuar VoxNews, firma “PARK SOL ENERGY” ka si aksioner dy biznesmenët Paqësor Buzi dhe Agim Xhindoli. Të dy përfitues të mëdhenj nga mazhoranca, ku i pari në ndërtime dhe leje në bregdet dhe i dyti në fushën e parqeve fotovoltaike në Lushnje, Fier apo edhe në Vlorë. Madje Xhindoli i ngriti shkallët e karrierës në momentin që doli në podcastin e Edi Ramës.

Kryetari i Bashkisë së Sarandës, biznesmeni Oltion Çaçi, kanë këmbëngulur që Vila Qeveritare t’i kalojë formalisht FSHZH-së, pavarësisht se vendimi ishte marrë kohë më parë. Këshilli miratoi që godina dhe sipërfaqja e stërmadhe e Vilës Qeveritare të shndërrohet në një restorant dhe hotel luksoz, duke i falur oligarkëve të zonës të gjithë territorin.

Duket një marrëdhënie tepër e ngushtë mes Çaçit dhe Stokës, ku përmbaruesi po tenton që të zaptojë edhe poste publike në atë bashki. Bashkia e Sarandës është vënë në qendër të akuzave për punësimet klienteliste dhe nepotike, ku drejtuesit më të lartë të saj akuzohen se kanë ndërtuar brenda institucionit një rrjet të ngushtë familjar dhe miqësor. Mësohet se Asaf Stroka ka ndihmuar në punësimin e kushërirës së tij në pozicionin e Drejtoreshës së Financave, si dhe të mbesës së saj, znj. Nikolla, e cila punon si specialiste për prokurimet e vogla në të njëjtën drejtori.

Sipas raportimeve mediatike, këshilltari i Kryetarit, z. Havale, është djali i tezes së gruas së Kryetarit të Bashkisë. Këshilltarja tjetër, znj. Bejko, e punësuar njëkohësisht si në Bashkinë Tiranë, ashtu edhe në Sarandë, ka ndihmuar në emërimin e djalit të hallës si drejtor i Shërbimeve Publike. Kryetari i Këshillit, z. Asaf Stroka, rezulton të jetë kushëri i Drejtoreshës së Financave, znj. Stroka, ndërsa mbesa e saj, znj. Nikolla, është specialiste në të njëjtën drejtori, përgjegjëse për prokurimet e vogla.
