A huge area of ??143 thousand square meters, on the shores of the Ionian Sea, has been occupied by private individuals. With sudden and highly questionable decisions, the area of ??the property, which surrounds the Orikum Marina, will be transformed into a huge concrete massif.

According to the published project, a total of 22 buildings up to 15 floors high will be built throughout the area, which will "surround" the little water surface that is currently used for boats and yachts. Built as a necessity for small ships, the Marina was managed until a few years ago by an Italian firm.

Two buildings of 3 floors each were built in the area, part of the Navy administration. But looking at the sister ports in Albania, mainly the Port of Durres or even the Port of Vlora itself, where resorts, hotels, restaurants, bars, etc. are being built, the Orikum Marina will also have the same fate.

But, unlike the first two, the history of this Marina is highly suspicious, as through "under the rug" decisions or influence, the new owners have managed to obtain permission from the National Council for Territory and Water to erect 22 buildings on that site.

The permit has not yet been issued by the KKTU, but this has not prevented the firm "Marina Orikum", where the Dulaku brothers have 51% of the shares and 49% is owned by Fatjon Veizaj, a former member of parliament from the Democratic Party, from advertising the entire project online.

The entire area has a huge surface area of ??143 thousand square meters, while from what can be seen in the photos, it seems that the constructions will also be on the seashore, an exclusive state property. The law clearly stipulates that the water surface or even the seashore are state property and cannot be alienated, but the law is just a piece of paper.

But what is the truth about the Orikum Navy?!

VoxNews has researched dozens of official, banking, notarial or administrative documents that shed light on highly suspicious transactions to occupy an exclusive property that was once given for use (under concession) to an Italian firm.

According to the document, the seller is the owner of a participation quota equal to 100% of the share capital of the trading company “Giorgi Alfo” sh.pk, headquartered in Vlora, at the address Porti i Jahteve, Orikum. “The total price for the sale of the quota is 400,210 euros, an amount that will be paid by the buyer at the moment of signing this contract,” the documents state.

Sipas dokumenteve, firma Concord pasi shtiu në dorë Marinën, mori një kredi te Banka Amerikane e Investimeve (ABI BANK), një bankë e cila njihet për pronarët e saj që veprojnë në parajsa fiskale. Shuma që vëllezërit Dulaku morën kredi është plot 3 milionë euro.

Deputeti i Partisë Demokratike, Fatjon Veizaj, dha dorëheqjen nga mandati. Një veprim që, nëse do të shohim letrat, duhet të ketë lidhje pikërisht me pronën gjigande.

Sipas dokumenteve që ka hulumtuar VoxNews, në datën 22 qershor 2023, është bërë një tjetër kontratë shitje kuotash. Pala shitëse në këtë rast është Concord Investment, e cila i shet aksionet firmës RDA.

Sipas dokumentit më sipër, i cili është rendi i ditës i mbledhjes së Këshillit Kombëtar të Territorit dhe Ujit në datën 24 dhjetor 2024, në pikën 12 është edhe një leje zhvillimi në Orikum.

“Leje zhvillimi për objektin ‘Orikum Marina Resort, Hotel dhe Struktura akomoduese rezidenciale’, me vendndodhje në Orikum, Bashkia Vlorë, me subjekt zhvillues shoqërinë ‘Marina Orikum’ sh.p.k” thuhet në dokument.

To date, the permit has not been disclosed by the KKTU, but the permit has been “disclosed” by its owners. Dulakët and Veizaj have begun to advertise the project.

During the research conducted by VoxNews, the firm writes that a total of 22 buildings, up to 15 floors, will be built in the area in question. There will be villas, restaurants, hotels and many apartments. But what stands out is that the construction will extend over an area of ??143 thousand m2 on the shores of the Ionian Sea.

No state institution has provided information about the alienation of this marina; Who owns the land? What did the Italian firm manage? How was the project expanded to 143 thousand m2? Isn't the water and the seashore state property? Should the Orikum Marina have been re-titled?
