Controversial businessman Fatmir Bektashi , with two files in the Special Prosecution Office, one related to the former Partizani complex and the other to the file of the mayor of Tirana, continues to obtain permits for large construction complexes.
After concreted the area near the women's prison, building 50 buildings without creating any proper parks for children, or without building a kindergarten, nursery or school, not to mention the roads to enter and exit, he has set his "eye" on the favorite area of ??Farka.
Some time ago, he received permission from the Municipality of Tirana for the "Aba" complex, constructing several 3- and 4-story buildings on a large construction area.
And, without yet completing the project in question, Bektashi has received a second permit from the National Council of Territory and Water, calling the project "Aba 2".
The permit bears the signature of the head of the KKTU, Prime Minister Edi Rama, and his deputy, Belinda Balluku, also received by the defendant in the Llogara Tunnel affair.
A huge paradox, since even though Bektashi is under investigation for two cases, he is still "rewarded" by the majority.
It seems that Bektashi operates with "two gates", given that he is related to Jamarbër Malltez, as both have been charged in the "Partizani" affair.
But, Bektashi also had access from exponents of today's majority, as with the signature of the Mayor of Tirana, Erion Veliaj, he received permission for the palaces in the former Partizani complex, but also the permission for the "Mangalem 21" complex.
Bektashi has also used his German passport, while his firm "Kontakt" has also obtained permits in the area near Dajti Mountain, near the New Boulevard, in Ali Dem, Farka, Paskuqan and even in the Drilon National Park, a protected area.
The permits were granted even while he had two SPAK files on his back, while he was being investigated under the security measure of mandatory reporting.

One of the latest permits is the one obtained for the next complex in the Farka area.
According to documents available to VoxNews , the KKTU has recently issued a permit for the "ABA 2" facility, a residential complex with 2-3 floors and 1 underground floor, on "Turdive" Street, in the Farka Administrative Unit.
In the documents that our editorial team researched, it is written that the land is located southeast of the city of Tirana, on Turdive Street, about 5 km as the crow flies from the city center.
"The construction site has a land area of ??approximately 3,600 m² and is limited to the north by the motorway connecting Tirana with Farka, to the south by Lake Farka and the agricultural land that surrounds it, to the east by land rich in vegetation and green areas, and to the west by an open area, which is unused and with development potential," the document states.
According to her, the surface is free of construction, with a moderate slope of about 12%.
" The square is accessed from the 'Turdive' road to the west, from the road connecting Farka to Lake Farka to the south, and from the road connecting to the areas surrounding the lake to the east. Although there is no direct contact and visibility, the plot has a proximity of about 900 m as the crow flies to Lake Farka, " the document continues.

In the documents that our editorial team researched, it is written that the complex will have 6 buildings, adjacent to each other on a sloping surface.
" The base of the building's structure is rectangular, with large transparent windows, while each building is surrounded by consoles on the facade, which are used as balconies and passageways.
"Each object is conceived with pale tones of warm colors, yellow and orange, to give the idea of ??light ," the document continues.

VoxNews also browsed the website of the company "Kontakt". The complex has been advertised for many months, although the permit had not been disclosed by the National Council for Territory and Water. A scheme used by all builders, who sell apartments before digging holes. This is in order to use the money of customers to build buildings.
Our editorial team also sought information from the sales agents of "Kontakt" and learned that most of the apartments have been sold. This is also evidenced on the internet, where it results that the majority of the apartments are "sold".

It seems that the company "Kontakt" has also challenged the laws and regulations issued by the government. The latter has issued instructions to prohibit the sale of apartments in the pit.
But Bektashi, with these connections to the left and right, has always been "amnestied" from politics, while even SPAK has not been able to stop his activities!
