Three years ago, the Albanian government spent 6.7 million euros to film the territory from space, via satellites. The tender initially failed, while later, with procedures that have not yet been published, the satellites “Albania 1” and “Albania 2” were launched in early 2023.
To this day, no details have been published about the winning firm, whether the procedures were followed, or what was filmed.
State institutions still do not have access to the footage from these satellites, whether or not they are effective for erosion, fires, illegal construction, or even deforestation.
Meanwhile, in recent days, the head of the Albanian Development Fund, Dritan Agolli, has been trying to cover up the government's failure with the satellites. The ADF has opened a tender to conduct aerial photography of the territory of the Republic of Albania, while the object is the same.

According to documents researched by VoxNews, the Albanian Development Fund has opened a tender in recent days with the object of "aerial, digital photography of the territory of the Republic of Albania". According to it, it is required to produce oriented aerial images. The fund limit is around 2.6 million euros excluding VAT.
The duration of the contract for its implementation is 24 months. In the documents of this procedure, it is stated that in this area, the Republic of Albania has old and inaccurate cartographic information. But, didn't the two satellites "Albania 1" and "Albania 2" film it?!

The ADF writes that ASIG is creating the base map using photogrammetric methods based on aerial photographs from 2015-2017 and 2018 (Tirana-Durrës area). “Demographic changes and economic development in several sectors (such as tourism and agriculture) require the creation of systems and databases that support sustainable development. In many cases, difficulties are encountered during the implementation of many important projects aimed at the development of urban and infrastructural areas. Especially in urban and tourist areas, many public agencies as well as many investors suffer from the lack of cartographic information for vector data on small and large scales,” the document continues.
Of course, behind every initiative of the Albanian Development Fund there is also behind the scenes, as with this information and aerial photography, the possibility of where they can build and occupy public property will be examined.

But what will the photos be taken with? According to the documents, the ADF has switched from the famous satellites that were useless to planes. They are specific planes that film the territory from above and produce photographs of the entire area. The same as the planes that controlled Albania for drugs.
The documents specify that it is required to conduct digital oblique aerial photography with an aircraft with a spatial resolution (GSD) of 5 cm for the 1,680 square km urban area and to submit digital images.
It is required to carry out digital aerial photography with a spatial resolution (GSD) of 8 cm for 2 rural areas of 10,679 km2 and submit digital images. The next requirement is aerial photography with a plane of the mountainous area, 17,425 km2

But wasn't the territory filmed with the famous satellites? At the end of 202, the National Civil Protection Agency opened a tender with the object of "implementation of the territory monitoring project with advanced technology (satellite service)", for a period of 3 years. The limit fund was 671,760,000 lek excluding VAT.
The tender initially failed, while the money was then given to an American company, perhaps through negotiation, and the satellites, according to the government, were launched into space in early 2023. Images of the satellites were published by Prime Minister Edi Rama, who said that the satellites were launched in Florida, in a joint mission with "SpaceX".
It is learned that the agreement for the installation of satellites between the National Civil Protection Agency and the Operator "Satellogic USA" Inc. was signed on September 29, 2022. At that time, the government said that it would receive information on landslides, the movement of structures of particular importance such as: dams, bridges, water levels in lakes, basins, rivers, the number of collapsed buildings, the surface area of ??flooded areas, the surface area of ??burned areas, population density, blocked roads, snow-covered areas, and snow thickness.
Information was also requested on marine fishing, water control in cases where violations of legal requirements are found. Or even monitoring of the network of irrigation, drainage, water channels specifically in situations with intense rainfall. Also information on the quality of coastal waters and coastal erosion in order to protect the coastal zone and its inventory.
