An oligarch with very strong connections in the ruling elite has begun "work" to seize and steal a huge area of ??property in the village of Vrinë, in the southernmost tip of Albania, on the Ionian Sea and on the border with Greece. The highly suspicious project of the Albanian Investment Corporation aims to plunder a full 849 hectares of seaside land, an extremely large area.
Undoubtedly, this will be one of the most spectacular thefts, where the state itself has a heavy "hand", allowing public property to be alienated and resorts or anything else to be built on it.
The editorial office of VoxNews has received information that a very powerful businessman, with very strong political connections, has started to make contacts with residents of the area, some of whom also have property certificates in the area. For many months, the businessman in question has "ordered" the Vlora Cadastre not to issue any property certificates or carry out any sales transactions, since he has tied his tentacles to the Albanian Investment Corporation, to take it all!

The map and data above were published by the Albanian Investment Corporation, which has long been trying to transfer state-owned properties worth tens of millions of euros to private ownership. Even iconic buildings, sports palaces, stadiums, or even the Children's Home in Tirana. The Palace of Congresses will also suffer the same fate, while the coveted coastal areas have now also come to the fore.
Among these areas is undoubtedly the Albanian coast, where after the areas of Vlora, Himara and Saranda were usurped by Strategic Investors, who received free properties on the coast, or had their taxes waived for 10 years, it is the turn of the Corporation, which has the same approach; plundering state property!
The Corporation itself writes that a mega project will be carried out in the village of Vrine, which will extend to a full 849 hectares. It is in the southernmost tip of Albania, bordering the archaeological site of Butrint in the north and Greek territory in the south. The entire huge area is state-owned, not divided by law 7501 and is barren. So, it is ready to be given to the private sector.

But how can you alienate a huge state property without a public consultation? Without a public hearing, whether with the residents of the area, with interest groups, or even with historians or archaeologists?
Sources from the Saranda Cadastre told the VoxNews editorial team that verifications of the property status in that area have been underway for some time, to then pave the way for construction. Or more precisely, private and state property will be given to private firms where the state will receive a percentage of the construction. It seems like a genuine extortion scheme, where the government will take the property from the residents of the area, then design the construction and put it up for auction.

VoxNews reviewed announcements made by the Albanian Investment Corporation, which says it has launched a verification of properties in the village of Vrinë, Konispol. The corporation is justified in carrying out these verifications based on a Council of Ministers' Decision, dated November 20, 2024. The subject of the Decision is "for the authorization of the Albanian Investment Corporation, for the coordination of the process of identifying state property of interest for the implementation of investment projects in the village of Vrinë, Konispol Municipality."
"The Albanian Investment Corporation is tasked with identifying and developing state-owned properties with investment potential in the area of ??the village of Vrinë, Konispol Municipality. In cooperation with the State Cadastre Agency and local government units, the Albanian Investment Corporation will coordinate the verification of property rights, the precise determination of property boundaries and the priority completion of their registration in official registers," is one of the tasks.
Another is negotiations with private entities. "The corporation will conduct negotiations with private parties that have legal ties to the properties in question, with the aim of clarifying the legal status and clearly defining the state share," the announcement reads.

The third task, after the first two have been completed, is the drafting of the master plan. “In cooperation with the National Territorial Planning Agency (AKPT), KSI will draft a development master plan for the entire area, ensuring an integrated and sustainable urban approach. The costs for this process will be covered by the KSI budget,” the announcement states.
Afterwards, a concrete development project for state property will be prepared. It seems that the four tasks have a common denominator: the alienation of state property, to then give it to private firms and oligarchs.
The property is a huge field, adjacent to the Butrint Park and adjacent to the Ali Pasha Castle. If the huge fields are to be divided by law 7501, the target of the private parties will be the coastal area, bordering Greece. There are several small peninsulas, several beaches and the last island of Albania, Tongo.
The entire area is opposite the island of Corfu, and even the city of the same name in Greece. Could this area be transformed into a resort?!
