A genuine extortion scheme has occurred with two public works in Albania, the construction of the Llogara Tunnel and the concession of the Vlora Airport.
Although they are separate from each other, where the Tunnel was built with the tax money of poor Albanians, while the Airport with private money, which will be paid back over a certain period of time, they still have a common denominator; Turkish firms connected to the ruling elite.
In both cases, the Turks have only put their names on these works. The tunnel was built entirely by the Albanian firm “ Gjoka ” as a subcontractor, while the airport had a Turkish firm as a shareholder, with 40% of the shares.
There are suspicions that the money the Turks took from the Tunnel, which was about 50 million euros dry without digging a single centimeter in Llogara, went to a second-tier bank in Albania.
The bank is neither more nor less, but the National Commercial Bank, which is again owned by Turkish individuals and firms.

The suspicions are that this amount was transferred to BKT in cash and then the bank transferred it in the form of a loan to the concessionaire company that is building the Vlora Airport.
The VoxNews editorial team has researched bank documents and documents from the National Business Center, while investigations into whether or not a criminal offense has occurred are the responsibility of law enforcement agencies.
The fact is that the Llogara Tunnel case has a file that is being investigated by the Special Prosecution Office, where Deputy Prime Minister Belinda Balluku and several of her subordinates are considered defendants.
Meanwhile, a criminal file has been registered at the Tirana Prosecutor's Office against the concessionaire of Vlora Airport.

The two law enforcement institutions are investigating these issues in parallel, while the connecting point between them is precisely the above document, obtained exclusively by the VoxNews editorial team .
There is a strong indication that both files should be investigated by the Special Prosecution Office, SPAK, as there are strong suspicions that the National Commercial Bank is also involved in this entire affair.
According to the document, on March 23, 2023, an insurance agreement was made on the quotas of the concession company that is building Vlora Airport.
The mortgagee is BKT, while the mortgagees are "Mabco Constructions", represented by Valon Lluka and the company "2A Group SH.PK".
The same document describes that VIA is the concession company established in accordance with the concession contract for the "design, construction, maintenance and transfer of Vlora International Airport", concluded on April 24, 2021 between the merger of operators "Mabco", YDA INSAAT SANAY and 2A group shpk.
The contract was signed with the Ministry of Infrastructure and Energy, a contract which was approved by the Council of Ministers on June 2, 2021.
But the most important point of this document is the “E”, which describes the loan. “Between the bank as the lender and the company Vlora International Airport – VIA shpk, in the capacity of the borrower, a loan contract with number 1020 repertory and number 398 col was signed on 23.03.2023, drawn up at a notary for the amount of 56,000,000 euros, with the aim of implementing the project,” the document states.
A huge loan that these firms received from BKT, after which there are further suspicions that it is about the money taken from the Llogara Tunnel.

Despite the fact that the Turkish firm was also mentioned in the loan agreement, the fact is that it left as a shareholder of Vlora Airport in September 2022. The company YDA INSAAT SANAY sold the shares to the company MABCO Constructions, which became a 98% shareholder, leaving the company 2A with only 2% of the shares.
A criminal investigation has been launched by the Tirana Prosecutor's Office into these shares, while the 2A company claims that it has more shares and that the Turks have not done any work.
But how was the money taken from the Llogara Tunnel to end up at TIA? According to documents researched by VoxNews, this money was taken from the difference between the bid of the "Gjoka" company in the canceled tender and the value offered by the Turkish company "?ntekar Yapi" in the second tender.
In the SPAK file, it was revealed that the cancellation was made by "order from above", with the Turkish company emerging as the winner "at the table".
But, she did not do any work in Llogara and received tens of millions of euros.
After winning the tender, Turkish companies again contracted the "Gjoka" firm to build the tunnel, giving it a value of 140 million euros, the same amount it had offered in the first tender.
