Another affair is about to explode, worthy of a Hollywood movie script, where a director of an important institution forged papers to fictitiously create a large park, allowing dozens of companies a tax haven to avoid paying taxes. At the head of this scheme is none other than Elira Kokona, director of the Albanian Investment Corporation, the one who is extorting public properties to give them to oligarchs.

But this time the organizers have unleashed their imagination, as with a stroke of a pen, they have created a state-owned company in February 2025, without physically having a building. Not only that, but in this building, they have registered a total of 46 businesses that do not pay taxes, and even have other high benefits, despite the fact that the same companies continue to extort hundreds of millions of euros in tenders from state institutions.

Until yesterday we read and heard that some Albanian companies were registered in countries known as tax havens, with the aim of moving and laundering money. But why transfer them when we can have our own little paradise? VoxNews has researched dozens of documents which show that the Albanian Investment Corporation is at the head of the scheme, which took over a large property in the Xhafzotaj area of ??Durrës, near the Tirana - Durrës highway.

On February 18, 2025, the Albanian Investment Corporation established the Durana Tech Park company, as a joint-stock company, with an address in Tirana, represented by the executive director of KIS, Elira Kokona. The company's capital is 50 million new lek, while its object is the design, development and project management services by providing virtual and physical infrastructure with modern facilities suitable for the park's users, be they technology companies, startups or educational institutions.

It also deals with procurement, competition, selection, contracting, financing for the construction or development of the park. It also deals with the selection of virtual users or in the physical infrastructure of the park or any type of service for the proper functioning of the park.

On June 26, 2025, the director of the Albanian Investment Corporation made an absurd and strange decision, moving the address of Durana Tech Park to Xhafzotaj, Durrës.

Sipas dokumenteve që disponon Vox News, është marrë një vendim i Asamblesë, ku është vendosur "miratimin e ndryshimit të selisë së shoqërisë Durana Tech Park SHA në "Rr. Ahmet Zogu, nr. Pasurie 336, zk 3852, Njësia Administrative Xhafzotaj, Bashkia Shijak, Durrës, Albania". Vendimi është marrë nga drejtoresha ekzekutive Elira Kokona.

Por, a është ndërtuar parku Durana në Xhafzotaj? Megjithëse Kokona e transferoi këtë kompani në Xhafzotaj, të dhënat e siguruara nga VoxNews flasin se ende nuk ka filluar asnjë investim në zonë deri më tani, megjithëse në këtë kompani janë regjistruar dhjetëra firma dhe përfitojnë lehtësi fiskale, 0 tatim taksa etj.

Në dokumente parashikohet se zona do të ketë një sipërfaqe prej 140 mijë metra katrorësh dhe një ndërtimi. Mësohet se, Korporata është caktuar si zhvillues të parkut teknologjik dhe shkencor me vendim të Këshillit të Ministrave të datës 27 mars 2024. Në këtë vendim është vendosur “miratimi i hapjes së parkut teknologjik dhe shkencor, me sipërfaqe 140.400 m2, me vendndodhje në Xhafzotaj, Bashkia Durrës, Shqipëri”.

Në të njëjtin vendim është caktuar kalimi në përgjegjësi administrimi të Ministrisë së Ekonomisë, Kulturës dhe Inovacionit të disa pasurive të paluajtshme shtetërore të llojit truall, me një sipërfaqe totale prej 262,200 m2, me vendndodhje në Komunën Xhafzotaj, në Rrethin e Durrësit, për t’u përdorur për krijimin/hapjen e parkut teknologjik dhe shkencor “Durana Tech Park”.

Në këtë VKM parashikohet gjithashtu se firmat që regjistrohen në park, përfitojnë lehtësira rregullatore, fiskale dhe doganore, sipas kushteve dhe parashikimeve ligjore. Gjithashtu, edhe miratimin e ndihmës me infrastrukturën e përgjithshme mbështetëse deri në kufijtë e parkut, si rrugë, fibra optike, energji elektrik.

Qeveria ka përcaktuar se do të shkojnë te Durana kompanitë e teknologjisë (përdoruesit), startup-et, punonjësit lëvizës (nomadët digjitalë), institucionet e arsimit të lartë me reputacion dhe qendrat kërkimore. “Parku ushtron aktivitetin në format virtual dhe hibrid në mjedise të përshtatshme për zhvillimin e kompanive të reja me qasje në teknologji të avancuar, mentorim, financim dhe rrjetëzim”.

Meanwhile, in a public appearance, the director of KIS, Elira Kokona, would declare that "in detail what we offer is 0% profit tax for 15 years, 0% personal income tax for 10 years for employees, 0% VAT for services and equipment used in the park, exemptions from customs duties and imported equipment, a five-year residence permit and the possibility of citizenship for foreign employees."

According to her, academic institutions and research centers are offered 0% personal income tax for 10 years, opportunities for collaboration in EU-funded projects, and dedicated space for laboratories and research projects.

Meanwhile, start-ups are offered access to incubation and acceleration programs, mentoring from international experts, and low-cost workspace and laboratory.

"For digital nomads, exemption from income tax for 12 months, five-year residence permit and opportunity for citizenship, cost of living up to 40% lower than EU countries," Kokona declared.
