On December 30, 2025, at a time when everyone's attention is on setting the table for New Year's Eve, the director of the Centralized Purchasing Operator had another focus. To sign the next tender, completely predetermined and destined to go to the same hands that had held it in the past.
Of course, we understand Ms. Arlinda Pogaj as she reacts to every media report, as she declares that she has no way to verify or investigate certain companies on the ground. We even understand her indignation for her place of origin, Puka, a city or province that has produced excellent intellectuals and leaders.
Ms. Pogaj has the right to react and oppose anyone who uses her name, based on her origin, since Albania is small, and even the director herself is married to a fierak and lives in Tirana. So, she is versatile, North, Central Albania, and South.
In the capital, she has worked in several institutions, both local and central, while her husband also works as a lawyer in a private firm, headquartered in Kamëz. These lines are not intended to tarnish the name or figure of Mrs. Pogaj, but to make an analysis and cross-reference information about the decision-making of this director, who has recently become nothing less than a "notary".
If Mrs. Pogaj has objections again, below we are analyzing the next tender, that of the winner of the procedure "laundry and hotel service in the pavilions of SUOGJ. 'Queen Geraldine'".


The tender was finalized on December 30, 2025, with the winner being the company "Abi's". The limit fund was 244 million lekë, or about 2.5 million euros. The winning firm offered a full 242 million lekë, or about 99% of the limit fund, leaving only a few cents "on the way".
The tender was totally formal, predetermined for "Abi's", as the other companies in the competition, "Klame" and "En Group", were technically logged into the SPE, but did not submit a request for participation and did not submit qualifying documents.
Normally, with these procedures followed, we would read a reaction from Ms. Pogaj that “the procedures were carried out in accordance with the law and the functioning of the OBP.” But, if she does what we just wrote above, is Ms. Pogaj just a “notary”?!

If our editorial team only analyzes and asks questions, let Arlinda Pogaj provide the answer herself. If she is not a notary, has she at least analyzed the tender with the same object from 2021?!
At that time, according to documents available to VoxNews, the procedure was carried out by the "Queen Geraldine" Maternity Directorate itself, where the winner was the company "Devis", which changed its name in 2024 to "Abi's", but the owners are the same.
But, Mrs. Pogaj has not seen fit to analyze and research a little deeper, while in the absence of information, we are reminding her, with or without intention, that the tender in 2021 was won by the same people, the same firms. At that time, the value was around 200 million lek, where again "Devis" received 99% of the limit fund.
In the tender 4 years ago, Devi's offer was not the lowest, but this is not due to Pogaj's fault, but perhaps due to the owners' negotiations with friends in politics, who may have used them in the current tender as well.
Once again, the director can play the innocent, with the next excuse that "I was not in the same position in 2021" and that the OBP functions as a newly created body, which has centralized large tenders in one channel.

For the information of Ms. Pogaj, or all employees of the Centralized Purchasing Operator, whose first job is to "share" the director's posts, we are reminding them that the company has changed its name from "Devis" to "Abi's".
The decision was made on August 21, 2024, by partner Kristinka Leka, who took ownership of the firm years ago. There are suspicions that the name change was made to hide the identity of the firm's founder, Lefter Lamaj, who is actually the cohabitant of Ms. Kristinka Leka, originally from Kuçova.

VoxNews has analyzed documents and information from law enforcement institutions, which shows that the company in question was founded by the businessman Lefter Lamaj in 2004, with a decision of the Tirana Court. Immediately after its establishment, the company "Devis" strongly entered into winning tenders, which it obtained without competition and predetermined.
Later, the Italian and Albanian justice systems took action and filed concrete charges against the founder Lamaj, accusing him of prostitution trafficking. There are suspicions that the money from these trafficking operations was invested and attempted to be laundered in this company, while surprisingly, during these years, no other institution has conducted a proper investigation, while we are in the conditions that the firm changes its name and continues to receive millions of euros.

VoxNews has learned that the founder of the firm, Lefter Lamaj, with a file in Italy, felt compelled to sell the firm to his cohabitant, Kristinka Lekë, on January 16, 2008. According to the documents, the sale price of the firm was 8.2 million lekë, a very small amount considering that the company had made tens of millions of euros before and after this transaction.
The sale is suspected to have been fictitious, in order to avoid the seizure of the company by law enforcement institutions, after Lefteri was investigated and convicted for illegal trafficking, even by Italy. At that time, the Anti-Mafia law was in force, but again with strong connections, he managed to save the company.
I believe that Mrs. Pogaj did not know the whole story of this firm, as long as she signed the next tender, only as a notary. She did not know at all that Leka or Lamaj, who is behind her, won the 2021 tender, with the highest bid. She did not even know that the other two firms that entered their names in the 2025 tender would not meet the condition to make a bid. The only thing she knew was the black (blue, green or red) signature on the winner's announcement, giving the tender a value of 99% of the limit fund.
After these lines, we invite Ms. Pogaj again to give a reaction on how much she saved from this tender!
