The Centralized Purchasing Operator, headed by the politician Arlinda Pogaj, has created a new scheme for distributing hospital oxygen money. The winners again are the two old companies, GTS and MESSER, which, with very dubious methods, and even with reports and investigations in several law enforcement institutions, including the Special Prosecutor's Office, manage to devour all the pennies allocated by the state.
Since several institutions, including University, Regional or Local Hospitals, gave up or were deprived of the right to perform procedures, the Centralized Purchasing Operator entered the “game”. As VoxNews warned a few weeks ago, the winners were the two companies that have monopolized these tenders, due to the criteria set by state institutions, directly and indirectly excluding other firms.
Both companies have captured the entire market, doing business with the state itself, which has so far found it impossible to stop them, despite the fact that the price of oxygen is 3 or 4 times higher than in the countries of the region. There are suspicions that the two companies in question are run by the same owners, while Arlinda Pogaj did not stop this phenomenon either, following the "paths" of previous managers who have signed these procedures, some of whom have also testified in the Special Prosecutor's Office.
VoxNews has analyzed dozens of documents, mainly the notices of the tenders opened a few weeks ago by the OBP, and this time the scheme has become even more elaborate. If in previous years' tenders there was only one bidder, where one company won the Durrës tender, the other company took the Korça tender. Now, in all the lots opened by Pogaj, both companies "compete" with each other, dividing only a few cents, from the limit fund, the offer of the winning company and the offer of the losing company.
The companies, with the "blessing" of Arlinda Pogaj, have created a surgical precision in every tender, making the "competition" formally regular on paper, but with great suspicion that all procedures were predetermined, in full agreement between the two, but also with the knowledge of the Centralized Purchasing Operator.

VoxNews has reviewed these documents, as in the tender for the purchase of oxygen for the Berat Hospital Center, the winner was the company Messer Albagaz. The limit fund of this procedure was 15,939,000 lek, while the winning company, Messer, offered 15,862,800, a few cents less than the value of the limit fund.
However, GTS also participated in the tender procedures, offering 15,939,000, or 100% of the limit fund. With this scheme, OBP saved the state only 76 thousand new lek.

We move on to the tender for the purchase of oxygen for the Gjirokastër Regional Hospital. The winner was again MESSER. The tender limit fund was 11,059,200 lekë.
The winning firm offered 11,008,000, or 50 thousand lekë less than the value. Meanwhile, GTS participated in the tender again, which in this procedure offered 11,040,000 lekë, or 20 thousand lekë less than the value of the limit fund. Everything was premeditated.
Although it is a clear scheme, saver Arlinda Pogaj has not noticed it yet. Maybe this procedure, but let's analyze another tender.

The oxygen tender for “Shefqet Ndroqin” was won by GTS. The limit fund was 30,153,600 lek. The winning firm, GTS, offered 29,985,000 lek, or 168,600 lek, about 1,700 euros less.
Again, in this tender there was a second bid, where this time MESSER made a counter-bid. This company offered 30,150,400 lek, or 3,200 lek below the limit fund.
Shameful actions, given that they were done under the nose of Pogaj or her subordinates, always careful to report that they had saved so much money.

Let's continue, this time with the hospital oxygen tender in Durrës. Here, GTS emerged as the winner. The tender value was 33,613,056 lek excluding VAT. GTS offered 33,424,200 lek or 188,856 lek below the limit fund. Not even 2 thousand euros less.

Meanwhile, let's look at the fund allocated by Messer, which in this procedure offered 33,610,560 lekë. In this case, the difference with the limit fund was only 2,496 lekë, or about 25 euros. A ridiculous amount, where all three values ??are only separated by pennies!
In this tender, in the announcement of the winner, as if nothing had happened, the name of the head of the contracting authority, Arlinda Pogaj, is also included. A seeming in this case, perhaps exaggerated, where the slander now feels stronger, because the director of AKSHI, Karçanaj, is under indictment. But, with this act, it seems that Pogaj will also have the same path.

On December 16, 2025, the winner of the tender for oxygen at the Fier Memorial Hospital was announced, again by OBP. GTS emerged as the winner, while the limit fund was 15,451,776 lekë.
The winner offered 15,364,200 lek, or 87,576 lek less than the limit fund. A difference of about 900 euros. Even in this tender there was a counter-bid, from Messer, which offered 15,451,520 lek, or 256 lek less than the limit fund.
To be so ridiculous that they even throw it at the thrift store owner Arlinda Pogaj?!

Let's continue and remind Pogaj, or her subordinates whose only job at OBP seems to have a "share" of the director's posts, than she saved in the tender for the purchase of oxygen in Dibër. Messer emerged as the winner here. The limit fund was 2,277,000 lekë. The winner offered 2,270,400 lekë, or 6,600 lekë less than the awarded value.
The counter-offer this time was made by GTS, which seems to have "won" this tender. This company offered 2,277,000 lek, or 100% of the value of the limit fund. Here Pogaj saved about 70 euros.

The last tender analyzed by VoxNews was for oxygen in Lezha, where GTS emerged as the winner. The limit fund was 13,305,600, while the winner offered 13,230,000 lek, or 75,600 lek.
The offer of the other company, Messer, also in this case suspected to be formal, was 13,305,600 lekë, or 100% of the value of the limit fund. Pogaj saved a full 800 euros in this tender. To be appreciated!

However, let's remind Arlinda that VoxNews warned about this scheme and we believe that, like many other articles, she must have read and analyzed it, but did not deign to put a cross on it.
"At the head of the OBP is now Arlinda, who has recently entered the medical oxygen business. Whose tenders have always been suspicious, even predetermined. A file is in the Special Prosecutor's Office, where several officials and company owners are under investigation, with their documentation and cell phones being seized. There have been very strong suspicions that all hospital oxygen tenders, during the COVID period, or even in the recent period, have been won by only two companies, GTS and MESSER," was the denunciation of our editorial staff.
We even warned Arlinda that “the scheme is clean, since in this way not a single penny allocated from the state budget is lost.” It seems that the director of the OBP failed in this scheme, did not prevent the predetermined winners and, moreover, legitimized a clearly dubious procedure.
We warned Arlinda to go herself or send subordinates to several hospitals to see what deposits had been placed. It seems she did not listen to us, as she continued to post on social media while the state budget money, which they had entrusted to her, was being devoured through clever schemes.
