The Minister of Infrastructure and Energy, Belinda Balluku, officially charged by the Special Prosecution Office for inequality in tenders, initially investigated with two security measures, one of which was overturned by the Constitutional Court, seems to continue her work without any hesitation, with extremely important decisions.
Her two former subordinates, accused in the same case, Gentian Gjyli and Erald Elezi, also investigated under house arrest, were released from their posts at the end of December 2025, to be replaced by two other loyal subordinates of Balluk. Ami Kozeli, who held the position of Deputy Minister of Infrastructure, was appointed to the post of Director of the ARRSH.
A few days after this decision, Kozeli, now in the position of director of the Road Authority, with the blessing and direct order of Balluk, has quickly opened 4 tenders, mainly for construction sites that are under construction, while they will need millions more to complete.
Rather than continuing work as if nothing had happened, the opening of tenders seems like an open "challenge" for the Special Prosecutor's Office itself, which so far seems powerless to stop Balluk from entering the office, although a voluminous file went to the Assembly, with the aim of removing his immunity, to pave the way for austerity measures.

Facsimile: Tender opened by ARRSH worth 15 million euros for the furnishing of the Tirana - Durrës axis
Superhighway renovation – 15 million euros additional
After spending more than 75 million euros, divided into 3 lots, here comes another tender, this time with the furnishing formula. It is not about furnishing a house, office or other object, but about furnishing the Tirana - Durrës highway itself.
According to documents available to VoxNews, Kozeli, with the "blessing" of Balluku himself, has opened the tender with the object of "furnishing, urban requalification of the Tirana - Durrës highway from Phase I - Phase III". In fact, the construction tenders should have been "turnkey", but although tens or hundreds of millions of euros are spent on one axis, other money is still thrown in. There appear to be overlapping expenses, as in every construction site opened throughout Albania, with the aim of satisfying all the builders.
The limit fund for this procedure was a full 1,417,000,000 lekë, or if we convert it into euros, a full 15 million euros for marking, horizontal and vertical signage. That much for a few lines?!

Elbasan Ring Road – 60 million euros
One of the gangrenes of the roads in Albania is undoubtedly the funnel in the Bradashesh area in Elbasan, where after you have made the road from the capital in 20 minutes, you have to wait over 1 hour to cover a few kilometers. There have always been discussions about why other roads are being built, when that knot has not been solved. Tens of millions of euros were poured from Elbasan to Qafë Thanë, or from Elbasan to Rrogozhinë, while construction has also begun.
Now, the ARA has decided to open a tender, with the aim of silencing everyone's mouths and accusations about the traffic hours in that area. According to documents researched by VoxNews, Kozeli has opened the tender for the "construction of the Tirana - Elbasan connecting road with Corridor VIII, phase I" with a total value of 3,340,000,000 lekë, or over 35 million euros.
The same Authority has also opened the tender for the "construction of the Tirana - Elbasan connecting road with Corridor VIII, phase II" with a value of 2.5 billion lek, or over 25 million euros. In total, the ARA has allocated more than 60 million euros for the much-anticipated Elbasan Ring Road.

The road from Kashari to Vaqarr – another 16 million!
At the same time, Ami Kozeli has ordered the subordinates of the ARRSH, who only count the directors, most of whom are in prison and under security measures, to prepare the next tender for the Kashar - Vaqarr Interchange axis, phase three. The amount allocated for this segment is 1,591,670,000 lekë.
For the same segment, the first and second phases, former director Gentian Gjyli opened two tenders, worth 60 million euros. The speed of the opening leaves room for suspicions that these procedures were also promised to firms or oligarchs close to the government or even Balluk himself.
