The fictitious DURANA park was a completely organized creation by government leaders, who, through highly suspicious maneuvers, allowed dozens of companies to register in Xhafzotaj, where they would not pay taxes, customs duties or even favorable fiscal incentives. The companies that were registered are the same as those in the AKSHI file, some of which are under security measures and others are wanted.

Meanwhile, other businessmen under investigation for agreements with third parties, or those who decide how the entire market will function, continue to win tenders from the same institutions. And, precisely in all this chaos, the winner seems to be Armand Shara, who once appears in the AKSHI file with Ermal Beqiri and Ergys Agas, the next time turns out to be the founder of DURANA and is now receiving more money, also from the National Agency for the Information Society.

A few days ago, our editorial team published a tender in this whole war, which AKSHI seems to have challenged the Special Prosecutor's Office, after awarding it a tender of over 2 million euros. Meanwhile, the same institution continues to reward Armand Sharan, giving him a full 3.7 million euros.

According to documents available to VoxNews, AKSHI has recently announced the winner again, the company Infosoft Systems Shpk. It is a negotiated procedure. It concerns the "maintenance of the infrastructure of the government network govnet" with a duration of 24 months from the signing of the contract.

The Infosoft company offered 366 million lekë with VAT, or more than 3.7 million euros. The other company that participated was disqualified because it "does not meet the requirements of the DST since the submitted documentation did not meet the specific and technical qualifying criteria specified in the documents". This concerns procurements in the field of defense and security, where the other company seems to have no security certificates or other criteria.

It seems that after all the smoke of the AKSHI or DURAN? file, the government trusts Armand Shara with the maintenance of the entire government system, a system that has all the secrets of ministries or even important institutions. More than the value, since Armand Shara has won hundreds of millions of euros, the tender is more than a relationship of trust between the government and this individual, who has been described as the "mastermind" of illegal activities or the extortion of state money.

A few days ago, VoxNews investigated a procedure by AKSHI, awarding over 2 million euros to the Infosoft firm. Shara won the tender fictitiously, as there was no competition. A company was named in the procedure, but in the end did not submit a bid, raising suspicions that everything was predetermined and no one dares to compete.

It was about the winner of the tender with the object of "maintenance of the e-prescription system for the Mandatory Health Insurance Fund", with funds from the State Budget. The criterion for the winner of this procedure was the most economically advantageous offer based on price, while the economic operator "NAOL" shpk participated in the procedure. "It has not submitted an economic offer and no documentation in the procurement system" the documents state. Doubts are great, because how is it possible that a company withdraws and does not make any offer? Is it camouflage or fear of Shara?!

In June 2025, the Shara family founded the company iNext, registering it in the fictitious DURANA park. The company is owned by the company TAG Engineering shpk and Bledar Dhima, while the company TAG is owned by the SHARA family, where the administrator is Mrs. Edlira Shara.

However, it is learned that behind this firm is Armand himself, who is known as one of the "founders" of the DURANA park, as his name appears in all criminal proceedings of the Special Prosecution, such as in the case of the investigations against AKSHI, where in some cases Infosoft has had an active role. In one case, the hostage-taking of a businessman clearly favored him, as he was declared the sole winner of the procedure.

The facts are that, even after the AKSHI coup, or even after the DURANA scandal, Shara is still easily winning tenders worth millions of euros, with uncompetitive and highly predetermined procedures.
