One of the founders of the fictitious DURANA park has managed to win a lucrative tender from the National Agency for the Information Society, at a time when the Special Prosecution Office is investigating the AKSHI tenders and the park itself in Xhafzotaj, Shijak. This is Armand Sharan, who is considered the "brain" of DURANA, who, with extremely dubious maneuvers, despite his name appearing in all the cases, continues to earn millions of euros.

It has returned to the "crime scene", as the tender this time was conducted by AKSHI, whose leaders are under investigation, and even the director Mirlinda Karçanaj, is being investigated with the security measure of house arrest. But the scandal deepens further because Shara has won the tender in a fictitious manner, since there was no competition. A company entered the name in the procedure, but in the end did not submit a bid, raising suspicions that everything was predetermined and no one dares to compete.

According to documents available to VoxNews, the National Agency for Health Insurance (NAHI) has recently announced the winner of the tender with the object of "maintenance of the e-prescription system for the Mandatory Health Insurance Fund", with funds from the State Budget. The duration of the contract or the time limit for execution is 24 months and it concerns a maintenance service. The limited fund of the procedure was 211 million lek, or about 2.2 million euros. 

The criterion for the winner of this procedure was the most economically advantageous offer based on price, while the economic operator “NAOL” shpk participated in the procedure. “It did not submit an economic offer and no documentation in the procurement system” the documents state. So, the name was entered completely formally, to make the tender legal and to say that “there was more than 1 firm”. Doubts are great, because how is it possible for a firm to withdraw and not make any offer? Is it camouflage or fear of Shara?!

The same document states that the company "INFOSOFT SYSTEMS" shpk, majority owned by Armand, had an offer worth 185 million lek without VAT or 222 million lek with VAT. So, a wine offer of more than 2.3 million euros. Consequently, this offer was also declared the winner, because the first company did not make an offer.

Wasn't it predetermined?! Although the entire AKSHI dome is under investigation for major abuse of office, and this dome is even accused of participating in a criminal organization, it still acts and challenges the Special Prosecutor's Office itself. Moreover, it gives the tender to another firm, which is one of the founders of the fictitious DURANA park.

In June 2025, the Shara family founded the company iNext, registering it in the fictitious DURANA park. The company is owned by the company TAG Engineering shpk and Bledar Dhima, while the company TAG is owned by the SHARA family, where the administrator is Mrs. Edlira Shara.

However, it is learned that behind this firm is Armand himself, who is known as one of the "founders" of the DURANA park, as his name appears in all criminal proceedings of the Special Prosecution, such as in the case of the investigations against AKSHI, where in some cases Infosoft has had an active role. In one case, the hostage-taking of a businessman clearly favored him, as he was declared the sole winner of the procedure.

The facts are that, even after the AKSHI coup, or even after the DURANA scandal, Shara is still easily winning tenders worth millions of euros, with uncompetitive and highly predetermined procedures.

Isn't there a need for a full investigation, where the main part of the investigation should focus on where the hundreds of millions of euros of the National Anti-Corruption Agency went? Who benefited from them and where they were shot? What wealth have they and their families invested?!
