The Directorate of Green Cleaning in Tirana has awarded another predetermined tender to the company Shpresa Al, owned by Lush Osmani, raising serious doubts that the money allocated by this directorate, especially for fuel, always goes to the same hands.

The scandal deepens further because this firm does not have a license to trade fuel, but this has not prevented it from receiving these millions. Over the last 4 years, Osmani has received every penny allocated by Liri Qoshi or other former directors.

There are suspicions that Osmani, or his employees, have close ties to this directorate, causing Shpresa Al to always win the tenders. VoxNews denounced a few weeks ago that these procedures were predetermined, but no institution has even bothered to verify them. No control or audit has been carried out to see if the procedures were carried out in accordance with laws or regulations.

As we warned, even with documents, on January 21, 2026, the Directorate of Green Cleaning in the Municipality of Tirana announced the winner of the tender with the object of "purchase of fuel and oil". The company Shpresa Al offered 185 million lek, excluding VAT. The same offer was made by another company that participated in the tender, while the third firm was disqualified from the competition.

VoxNews has learned that Liri Qoshi announced the winner of lot number 2 on the same day, where the winner was again the company Shpresa Al, owned by Lush Osmani. This is the "gasoline purchase" procedure, where Osmani's company offered a profit rate expressed in absolute value of 24.8 lekë/liter. The same companies also participated in lot 2, where the third company was disqualified.

VoxNews researched old documents from this directorate, which show that the same procedure conducted in 2023 was won by the company Shpresa AL. At that time, Pastrim Gjelbërimi finalized the tender for the "supply of fuel for diesel vehicles" with a framework agreement for a period of 36 months.

The limit fund was 172 million lekë, while only one bidder participated in the procedure, “SHPRESA-AL” shpk with nick K31321021N. This firm won this tender with the same value, 172 million lekë, receiving 100% of the limit fund.

Not only the oil tender, but the same firm also won the gasoline tender. This 2023 procedure was won again with 100% of the limit fund by the firm Shpresa Al, with the suspicion that it was predetermined. It was the only one in the competition and received every penny allocated. The value allocated by Pastrim Gjelbërimi was 27,900,000 lek and Shpresa Al offered the same 27,900,000 lek.

It seems that the company Shpresa Al has strong connections in the Directorate of Green Cleaning, as it has easily won tenders. Even in 2022, the company Shpresa Al won the fuel tender in this directorate. It is a tender worth about 100 thousand euros, where the company again won 100% of the value.

Although it earns millions of euros from tenders, or has received the concession for calibrating gas equipment, the Shpresa Al company still makes minimal profits. The same company wins tenders for road construction, wins procedures for fuel or even receives concessions, while the 2024 balance sheet, published a few months ago, has released this firm with a profit of 350 thousand euros. The owner received 240 thousand euros, while he left 100 thousand euros for reserves.

There are suspicions that the balance sheets of this company have been manipulated, by diverting the money from tenders to other companies, for goods or services. It seems that Osman's connections with the glass building in the Astir area, with VIP Taxes, have meant that he is not investigated for these abuses. The property where this tax directorate is located is in the name of Shpresa Al, while everyone can think that the tenants (taxes) cannot investigate the landlords (Shpresa al)!
