A luxury villa in the Picall village of Tirana is suspected to be owned and used by Daniel Shimë, former Deputy Director of the National Agency for Information Society. Vox News has secured the location, photos and documents of this villa, as it turns out that a very large investment has been made in that building. The old building has been restored, a panoramic swimming pool has been built, while the hill has been fenced.
It seems that, after the construction companies, the car wash, the IT firms, the land and the restaurant in Farka, here is another asset discovered, which Shima has attempted to hide, by registering it in the name of his associates. Another scheme to lose track, where the 34-year-old seems to be defying law enforcement institutions, by channeling money from AKSHI tenders into personal, family or even friends' assets.



The villa you see above, in the photo and video, was taken from the “google maps” application. From these images, it appears that the building is 2 stories high, with an organized courtyard. The building appears to have been recently restored, in the style of old homes in Italy.
Vox News has learned that the building is on top of a hill, near which there are several other apartments. Meanwhile, the house also has a huge yard, and even a panoramic swimming pool. How much money did Daniel Shima save from his salary at AKSHI? Enough to buy a house, restore it, build a super swimming pool, open a company or even manage a restaurant?
The suspicions are great, as law enforcement institutions can shed light on a lot, from the people who have it under their administration (Daniel Shima), the people who bought it (Sokol Pëllaku) or even the fictitious buyers (Shima's acquaintances).

Above, we verified the existence of a villa in the Picall village of Tirana, following information that Daniel Shima, the former deputy director of AKSHI, lives in that apartment. The editorial staff of VoxNews has exclusively obtained notarial documents, which show that the property was sold in July 2025, by Sokol Pëllaku's company to IL. We recall that Sokol Pëllaku has collaborated very closely with Daniel Shima's mother, in the purchase and sale of a company that traded properties worth millions of euros.

VoxNews ka mësuar se shitja dyshohet se është fiktive, pasi aktualisht prona është ende e bllokuar nga kompania Alu Glass. “Pala shitëse deklaron se sipas marrëveshjes verbale të bërë me palën blerëse, ka rënë dakord t'i shesë me kusht pronën e sipërcituar, duke e kaluar atë në emrin e palës blerëse menjëherë me nënshkrimin e kësaj kontrate, por e bllokuar për llogari të shitësit, duke u vendosur shënimi në seksionin e kufizimeve, deri në likuidimin e plotë të vlerës së pasurisë”, thuhet në kontratë.
Një klauzolë për të fshehur gjurmët fillestare të Sokol Përllakut, duke vendosur emrin e blerësit fiktiv, por e bllokuar. Një skemë gati – gati e përsosur e Daniel Shimës, por jo për redaksinë e Vox News, e më pas për institucionet ligjzbatuese. Provat janë evidente dhe mjafton që këto organe të dinë si t’i kërkojnë.
Në kontratë shkruhet se palët deklarojnë se çmimi total i shitjes së pasurisë të sipërcituar është 70 000 euro, vlerë e cila do të likujdohet me këste sipas marrëveshjes së palëve. 10 mijë euro është likuiduar, ndërkohë që shuma e mbetur prej 60 mijë eurosh do të likuidohet brenda dy viteve në llogarinë bankare të noteres.

“Me nënshkrimin e kontratës do të bëhet regjistrimi i saj pranë ASHK dhe pasuria do të kalojë në emrin e blerësit I.L dhe do bllokohet në favor të palës shitëse për vlerën e mbetur pa likuiduar. Kushti i kontratës është likuidimi i vlerës së shitblerjes së pasurisë brenda dy viteve nga nënshkrimi i kësaj kontrate. Në rast se nuk plotësohet kushti, atëherë palët kthehen në gjendje të mëparshme, blerësit i kthehet vlera e paguar, ndërsa shitësit i kthehen pronat objekt i kësaj kontrate”, thuhet në kontratë.

Redaksia e Vox News publikoi disa ditë më parë dhjetëra dokumente, ku rezulton se “viktima” Daniel Shima e ka “lyer gishtin” në shumë raste, madje duke bërë biznesmene edhe nënën e tij, me profesion rrobaqepëse. Ka dyshime se paratë e tenderave, apo haraçi që paguhej për të marrë një procedurë, “pastrohej” në një kompani, e hapur fillimisht nga shoku i tij, Sokol Përllaku.
In a very short time, the company turned over hundreds of thousands of euros and later bought land in Tirana and coastal areas, again registering them in the name of the company or even Shima's own family members. VoxNews has researched dozens of documents, from the National Business Center, notary or mortgage documents, which clearly show the connection of former deputy director Daniel Shima with the company "Premium Glass", founded in 2021. A year later, Merita Shima, Daniel Shima's seamstress mother, becomes a shareholder with 100% of the shares.
Then, the elderly woman begins transactions to buy properties in Tirana and on the coast. According to sources from the Cadastre, Merita and her company have also made properties in Kashar, later obtaining a building permit for an 8-story building. Then the seamstress "sewed" other properties, worth 9 apartments and 14 parking spaces, worth about 900 thousand euros.

Daniel Shima had information that his and his mother's seamstress activities were being investigated. At the end of 2022, he "ordered" his mother, Merita, to return the shares to Sokol Përllaku, the same person who bought them. If the purchase price was 400 euros, the sale price from Merita to Sokol was only 1,000 euros.
Since the company owned assets worth millions of euros, or had obtained building permits, the price was made formal, to hide a lot. According to documents available to Vox News, this transaction or transfer of shares was made at the same time that the Special Prosecutor's Office had launched an investigation. But, even after the sale of this company with papers, a trusted "person" of Daniel Shimës was again appointed as administrator.
