In August 2025, an unusual complaint was received by the Tirana Police regarding the “disappearance” of Daniel Shima, former deputy director of the National Agency for the Information Society. Until then, Shima had been operating in the shadows, “notarizing” everything that director Mirlinda Karçanaj gave him to sign. In fact, in his testimony before investigators, the former deputy director would declare that he “made the tenders on Mirlinda’s orders.”

A relationship of trust between superior and subordinate, but one that would undoubtedly reveal much in the months to come, as Shima is emerging as even more powerful than his superior. The editorial staff of VoxNews has researched dozens of documents, which show that the " victim" Daniel Shima has "smeared his finger" on many occasions, even making his mother, a seamstress, a businesswoman.

There are suspicions that the money from the tenders, or the tribute paid to obtain a procedure, was " laundered" in a company, initially opened by his friend, Sokol Pëllaku . In a very short time, the company turned over hundreds of thousands of euros and later bought land in Tirana and coastal areas, again registering it in the name of the company or even of Shima's own family members.

VoxNews has researched dozens of documents, from the National Business Center, notarial or mortgage documents, which clearly show the connection of former deputy director Daniel Shima with the company "Premium Glass", founded in 2021. A year later, Merita Shima , Daniel Shima's seamstress mother, becomes a shareholder with 100% of the shares.

The purchase document specifies that the purchase price of the shares was for only 400 euros, making Merita the sole owner. Then, the 55-year-old begins transactions to buy properties in Tirana and on the coast. According to sources from the Cadastre, Merita and her company also bought properties in Kashar, later obtaining a building permit for an 8-story building. Then the seamstress "sewed" other properties, worth 9 apartments and 14 parking spaces, worth about 900 thousand euros.

On the one hand, Daniel signed tenders with zero sums at AKSHI and on the other hand, his mother, Merita, continued to do business, as multi-story buildings would be "planted" in the name of the company or on the properties she bought. Law enforcement agencies can follow the money and draw conclusions about where this money originated?! How can you declare minimal profits and on the other hand build mansions or buy land worth millions of euros?

Naturally, there are strong suspicions that the money from the AKSHI tenders has been channeled to these firms, while the manner and beneficiaries can be revealed by the Special Prosecutor's Office or some other body. In this case, the VoxNews editorial team is attempting to shed light on possible public money, which through extremely suspicious actions, has managed to end up with a handful of people, closely connected to state institutions, such as AKSHI in this case.

Our editorial team has learned that in these assets Merita, Sokoli or even Danieli have managed to obtain permits from state institutions, under other company names. But, the real estate is, as if it were sold, there must be "traces". BKH investigators, equivalent to the American FBI, can trace these assets, to conclude where they came from.

Daniel Shima had information that his and his mother's seamstress activities were being investigated. At the end of 2022, he "ordered" his mother, Merita, to return the shares to Sokol Përllaku, the same person who bought them. If the purchase price was 400 euros, the sale price from Merita to Sokol was only 1,000 euros.

Since the company owned assets worth millions of euros, or had obtained building permits, the price was made formal, to hide a lot. According to documents available to VoxNews, it turns out that this transaction or transfer of shares was made at the same time that the Special Prosecutor's Office had launched an investigation. But, even after the sale of this company with papers, a trusted "person" of Daniel Shimës was again appointed as administrator.
