On January 16, 2026, Belinda Balluku bestowed the second great honor of her life on businessman Bashkim Ulaj. The first honor was the signing of the concession for the Thumanë - Kashar road.

Meanwhile, at the height of legal procedures in the Parliament and the Constitutional Court regarding immunity, the Minister of Infrastructure and Energy has, after a 13-month ordeal, signed the construction permit for the "Blue Borgo" tourist resort, located in the village of Baks Rrjoll, in the Municipality of Shkodra.

The minister, with several accusations on her back, has openly challenged everyone, from the residents of the Baks area, who rose up in protest, to prosecutors, MPs, or even members of the Constitutional Court.

With a stroke of the pen, Balluku gave businessman Ulaj a full 146 hectares in the sandy area near Velipoja, while the time and manner of signing this permit is highly questionable.

VoxNews has learned that state leaders have been reluctant for months to sign this gigantic permit, given that the residents of Baks Rrjoll have filed lawsuits in court and reports with the Special Prosecutor's Office for property alienation.

But, at this time, Minister Balluku has nothing to lose, given the insistence of the Special Prosecution Office to indict her or impose a restrictive security measure on her.

The VoxNews editorial team has exclusively revealed this construction permit, which was located in the offices of the National Council for Territory and Water.

Line ministers, especially those of Environment and Tourism, have been reluctant to sign off, for fear of a possible investigation by SPAK.

But, here comes Minister Balluku again, who, in a very turbulent time, puts her name, seal, and signature.

Following this signature, the Territorial Development Agency has quickly issued this construction permit, for the object " Blue Borgo tourist resort with 33 accommodation and service structures with 3 and 10 floors above ground and one underground floor, 1 hotel-type accommodation structure with 1 and 3 floors above ground and 1 underground floor, 3 social and cultural structures with 1 and 3 floors above ground ", Shkodra Municipality, with the developer "Aba Blue Borgo".

In the documents researched by VoxNews, it is determined that the area where the master plan is being developed has an area of ??146 ha.

"There is a new connecting road that passes through the area, dividing it into a sloping area with an area of ??89 ha, and a flat area where the accommodation structure will be located. The site is accessible with international and national connections by private transport," the document states.

According to her, the entire construction total is focused on the proposed master plan in the flat area of ??the property.

"The proposed master plan has a total construction area of ??404,612.50 m2. The project envisages the development of a multifunctional complex in a coastal area, which includes a wide range of diverse structures and services to meet the needs of visitors and residents," the document continues.

So, this resort will be located in a gigantic area of ??1,460,549.8 m2.

At a time when public opinion was filled with news of sessions in the Mandates Council, the Constitutional Court, or even decisions of the Special Prosecutor's Office, Minister Belinda Balluku acted quickly and gained time to sign the second "honor" for Ulaj.

On January 23, 2026, Ulaj's company registered the construction permit issued by KKTU at the National Business Center.

According to the document exclusively obtained by VoxNews, the company "ABA Blue Borgo" requested from the Central Bank of Albania a request to open a secondary address for the exercise of the activity.

The request was made by administrator Ledi Hysenaj, who was urgently requesting that an address be opened in the Baks Rrjoll area, Shkodër Municipality.

The administrator sought to register the construction permit for the “Blue Borgo” resort, “according to construction permit
no. 360/1 prot, dated 15.01.2026, of the National Council for Territory and Water”.

VoxNews has learned that the company that will build the resort was registered several years ago at the Central Bank of Kosovo. Several transactions were made between businessman Bashkim Ulaj, who bought and sold several shares to his family and close people.

There are suspicions that the transactions are formal, in some cases even to the point of losing track of the original owner.

Initially, his confidant Andri Kasneci registered the company in his name and after issuing and requesting permits at KKTU, the shares were then transferred to Bashkim Ulaj.
