Healthcare tenders have always been highly suspicious, with officials and oligarchs collaborating to loot state coffers. One of the most flagrant cases has been the MSE company, which for a long period, when it was run by Arbër Teqja, earned tens of millions of euros.
Time passed and state institutions found violations in at least two procedures, one in the QSUT and the other in the Shkodra Regional Hospital. This firm was disqualified from tenders for a long period of time. But, as usually happens with investigative files, a "shadow" has begun to appear to rehabilitate this company.
Given that the owners and former owners have had strong ties to the oligarch Klodjan Allajbeu, the owner of the American Hospital, law enforcement institutions have also begun to soften their "hand" towards MSE.


In February 2026, the Public Procurement Agency issued a new notice regarding the decision of February 13, 2025, which decided to exclude the company MSE from the right to win public contracts for 12 months.
"Against this decision, the company 'MSE' shpk, has addressed the Administrative Court of First Instance, Tirana, where, among other things, it has requested the repeal of the administrative act of February 13 of the PPA, as well as the issuance of the decision with temporary execution. In December 2025, the court decided to accept the request for securing the lawsuit, as well as suspend the PPA decision, until the conclusion of the trial merits with a final decision ," the document states.
It is then stated that the PPA has proceeded with the removal of the name of this economic operator from the list of economic operators excluded from the right to win public contracts. This decision remains in force until a final decision is made.
"Meanwhile, the user account in the electronic procurement system of the economic operator 'MSE' remains blocked, as this economic operator has another measure in force issued by the PPA with decision No. 35/2025, which expires on 22.05.2026 (date included in the exclusion)," the documents state.
In addition to this decision, what is striking is that the "shadows" have begun to move, to return the MSE to tenders again. There are suspicions that, behind the names of the current owners are important oligarchs, who with their clans in the APP or even in the judiciary, are trying in every way to channel public money to these firms, which continue to be forgotten. But, if you have been expelled twice for abuses, have disciplinary proceedings, or even possible criminal investigations, do you still want to receive public money with this logo?

At the end of 2025, the shareholders of the MSE company have increased the company's capital. The main shareholder is the company “Cambridge Pathology” BV, which owns 80% of the company's registered capital. Then, the former employee of Klodjan Allajbeu, Arbër Liçaj, owns 10%. The remaining part, but 10%, is owned by a Turkish citizen, Can Kutay Orten.
The company's capital was increased to 30 million lek, from 6 million previously. A significant increase, perhaps in an attempt to relaunch it on the market and at a time of "attack" on everyone.
This company, according to official data from the National Business Center, was owned by Mr. Arbër Teqja, who also left the hospital waste business, selling the company to Klodjan Allajbeu.
In the exclusion decisions, MSE was suspected of having used false data and cheated to win a super tender at the Shkodra Regional Hospital. It managed to receive a full 230 thousand euros, the tender was for the "full risk maintenance of medical equipment manufactured by Philips".
"At the end of the administrative proceedings initiated, the conclusion was reached that we were in a situation of misinformation and submission of documents containing false data for qualification purposes," the PPA decision states.
Meanwhile, MSE was previously excluded from the QSUT tender with the object of "maintenance of large medical equipment of the manufacturer Philis with a limited fund of 88,858,534 lek, dated October 24, 2023".

VoxNews also researched documents at the National Business Center last year, which revealed that in June 2023, the MSE company formally changed owners. On this date, notes were made at the NBC that a document for the transfer of 80% of the quotas was filed.
"The following changes have occurred among individual partners: partner Arbër Teqja has left". The following changes have occurred among legal partners: partner 'Cambridge Pathology B.V.' has been added. Number of shares 80%, where the cash contribution is 4.6 million lekë", this document states.
In 2023, the owners of the MSE company changed. That year, the partner Teqja sold it to a company based in the Netherlands. The CKB states that Teqja sold it to “Cambridge Pathology BV”, after which the company became indirectly owned by a Bulgarian citizen, Zoya Georgieva Gyurova.
In the same document, in point b) it is written that indirect ownership is also held by Mr. Nikita Vinogradov, a Russian citizen born in 1991. These citizens have been insinuated that both the Tekke and other oligarchs are behind them, who, in order to camouflage public money, declare to state institutions the names of people from other countries.
