The project and construction of the Tirana Ring Road is a file in the Special Prosecutor's Office, SPAK, where the suspended Minister of Infrastructure, 2 former directors of the Albanian Regional Administration, Gjyli and Berberi, as well as other employees, are accused of favoritism in tenders. Through actions and inactions, these individuals clearly favored private companies, giving the tender to the "table".

According to research by Vox News, the construction of a segment of just 27 kilometers has cost a full 450 million euros, while the initial cost was estimated at only 290 million euros. So, a full 160 million more, so clearly the inflated costs and dark interests that lie behind it are visible.

Although the segment was opened to traffic only last year, the road continues to “eat” money. Initially, it was the Albanian Road Authority that “rewarded” the winning firms of the tender, by giving them contract extensions for work that they should have done in the initial project.

Millions and millions of euros have been spent on some "small" work, while if we look at the contract objects, it is clear that money has been spent on design, construction, signage, fencing, and everything else. So, a project that should have been "turnkey".

Although the project was built by the Albanian Road Authority, other institutions are continuing to fill the "holes" left behind by construction firms, or even by mismanagement of the firms they were supposed to control, or even by ARA officials who turned a blind eye.

Vox News has obtained some documents from a tender opened by the General Directorate of Roads and Lighting in the Municipality of Tirana for the Unaza e Madhe. This local government directorate has opened the procedure for "materials for the maintenance of the Unaza e Madhe signage".

The procedure's limit fund is 60,088,333 lek excluding VAT, while if we convert it into euros, the amount goes to a full 623 thousand euros. A considerable amount, given that the Grand Ring Road should have been maintained by the ARA itself, by the companies that built it or by anything else.

As with many projects throughout Albania, the Great Ring Road, which currently has an open file at SPAK, is continuing to "eat" money.

The documents state that this directorate requires a signaling device that is specifically used to indicate highway and road intersections. It is also widely used in special danger situations, to warn of upcoming obstacles, lane separation, etc.

It also requires noise-absorbing structures made of cypress, which in some places have been installed by the companies that built it and in others they have not. Information signs with a base or on the wall are required.

Asphalt reflectors, phosphorescent plates, or even metal road protectors are required. The documents specify that noise protection panels, pipe barriers, or even traffic islands as shock absorbers are also required.
